Simon Partnering With AMLI To Build 850 Apartments At San Diego Mall

Hundreds of apartments are slated for San Diego's upscale Fashion Valley shopping center.

Owner Simon Property Group plans to redevelop the site with 850 apartments and 100K SF of new retail in partnership with Chicago-based apartment developer AMLI Residential, Simon announced Monday.

The team plans to begin the redevelopment after JCPenney's planned closure at the end of 2025 and complete it by the end of 2026.

"Simon is leading the evolution of today's retail landscape with the strategic transformation of key properties across the country," Simon Property Group President of Development Mark Silvestri said in a statement. "We're excited about this next phase of Fashion Valley as we continue to reinvest and add a walkable, livable lifestyle community that is intertwined with handpicked luxury brands that can only be found here."

The open-air mall is also growing its tenant roster and will add shops by high-end brands Celine, Christian Louboutin and Fendi before the end of 2025, Simon said in Monday's announcement. Major retailers at the mall include Nordstrom, Bloomingdale's, Macy's and an AMC Theater.

Mall redevelopments that add residential space are cropping up across the region.

In Long Beach, Waterford Property Co., Turnbridge Equities and Monument Square Investment Group plan to redevelop a section of the CityPlace mall. They sold off a piece of the site to JPI earlier this month. Another project in Brea, also owned by Simon, would add nearly 400 apartments to an existing mall there.
