The Denver Downtown Development Authority plans to assemble a group to reimagine the Denver Pavilions mall on 16th Street.

The authority put out a request to form a team that will create concepts for redeveloping the two-block area around the Denver Pavilions, including Glenarm Plaza and the two adjacent surface parking lots. The group is also intended to generate ideas for retail and entertainment leasing and programming.

The work will inform an Urban Land Institute advisory services panel, scheduled for April 13-17.

The development authority purchased the Denver Pavilions in December for $37M, with an additional $8M dedicated to improvements, as part of its mission to spend around $570M to revitalize downtown. The authority also purchased the adjacent parking lots for $23M.

In addition to purchasing the Pavilions, the development authority has allocated around $86M to nine other projects, including office-to-residential conversions, business support and activation of public spaces.

The goal of the redevelopment team is to build on the downtown investments as well as the recently renovated 16th Street.

“This 2-block redevelopment site should anchor a new central gathering place for the Upper Downtown District that is experiential, immersive, and playful and contextually beneficial to performance driven vertical development,” the DDDA said in its request.

For the team, the authority is seeking to partner with architects, urban designers, leasing and programming consultants, marketing experts, and leaders in residential and hospitality development.
