Montreal, home to freshly inaugurated Deloitte Tower, is the most affordable place in Canada to set up shop, according to PROFIT’s first-ever ranking of the nation's top 10 municipalities for business.

Moncton and London, ON, are next on the affordability list, followed by Edmonton, Windsor and Trois-Rivières. The study surveyed 50 of the country’s largest centres to determine the ones that, in addition to having lowest costs, were the most lucrative (Milton, ON; Strathcona County, AB) and boasted the most amenable tax and regulatory regimes (Winnipeg; Delta, BC).
