Mayor Eric Adams named four new deputy mayors Friday, ushering a new class of leadership at the city agencies that oversee housing.

Adolfo Carrión, who has been commissioner of the city’s Department of Housing Preservation and Development, has been tapped as the new deputy mayor for housing, economic development and workforce, according to a release from Adams' office.

Carrión replaces Maria Torres-Springer, who resigned in dramatic fashion alongside three other deputy mayors a little under three weeks ago.

Their resignations happened just days after the Department of Justice moved to drop its felony charges against Adams so that the mayor could focus on enforcing the Trump administration's immigration policies.

Carrión has been head of HPD since the start of Adams’ tenure in 2022 but now steps into a larger role as the city’s head housing honcho and one of the eight deputy mayors.

He was a city council member for the West Bronx from 1998 to 2001 and went on to become Bronx borough president from 2002 through 2009. He also served as regional administrator for the U.S. Department of Housing and Urban Development and director of the White House Office of Urban Affairs during Barack Obama’s presidency.

“The charge I accept today is to continue growing and managing our city with opportunity for everyone,” Carrión said in a statement. “We will continue to produce record affordable housing and create the stability and economic opportunity New Yorkers need to thrive, while ensuring our city remains an attraction for tourism and investment.”

He will officially transition into the role at close of business on March 14. He named HPD First Deputy Commissioner Ahmed Tigani as his replacement, according to a memo obtained by Gothamist.

Former executive deputy commissioner at the New York state Office of Children and Family Services Suzanne Miles-Gustave has also been named deputy mayor for health and human services, and Jeffrey Roth, who is moving from his role as NYC deputy commissioner of the Department of Veterans’ Services, will be deputy mayor of operations.

Kaz Daughtry, who is transitioning from deputy commissioner of operations at the New York City Police Department, began his new role as deputy mayor for public safety on Friday.

“These exemplary public servants have decades of experience serving our city and their fellow New Yorkers,” Adams said in a statement. “I thank them for their willingness to step up and serve at such a critical time.”
