Expect to see some more shovels soon—Port Authority exec directorChris Ward told New York Building Congress members last week that the bi-state agency is ready to usher in “a third wave of construction” through a 10-year, $29B capital plan. He said the Port Authority’s last period of transportation capacity building ended in1963, despite decades of population and economic growth. And PANYNJ has had to make do with efforts to squeeze more capacityfrom the agency’s existing assets (like dedicated bus lanes at Port tunnels, off-peak pricing, and the use of bi-level cars on NJ Transit). Along with ongoing state-of-good-repair initiatives, the capital plan will focus on the reconstruction of the Goethals and Bayonne Bridges, upgrades to PATH’s signal systems, creation of a Lincoln Tunnel helix, and construction of a new garage at its Manhattan bus terminal.
Of course, NYBC members wanted to know about World Trade Center construction. Chris (with AIA New York prez Margaret Castillo, NYBC prez President Dick Anderson, General Contractors Association managing director Denise Richardson, Bovis EVPRalph Esposito, and STV Group CEO Dominick Servedio) says that Memorial Plaza is on track to open on the 10th anniversary of 9/11, a feat he credited in large part to the building community’s assistance in redesigning and streamlining construction of the project.One and Four World Trade Center, PANYNJ’s partnership withSilverstein Properties, also continue to rise rapidly.
