Philadelphia's the second best-run city among the 65 largest cities in the nation, according to WalletHub—a positive for any real estate market. To identify the cities that are spending taxpayer dollars most efficiently, the company tallied the scores on three key expenditure categories—education, police, and parks and recreation. The best-run cities overall are those which receive the highest returns on their public-spending investments. Edging out Philly is Lubbock, TX; Pittsburgh comes in at No. 5.
