The Westminster City Council next month will decide on whether to approve a large-scale mixed-use development that could bring in tourists and serve as the gateway to the city’s Little Saigon area.

IP Westminster is developing the project, dubbed Bolsa Row, that will consist of a 144-room hotel; a five-story, 201-unit apartment building; and 40K SF of retail and restaurant space on 6 acres on the southeast corner of Bolsa Avenue and Brookhurst Street in the city of Westminster.

KTGY Architecture + Planning is serving as the designer of the project.

The development honors the Vietnamese community, which began settling in Orange County in the mid-1970s.

After Saigon fell in 1975, Vietnamese refugees were accepted by the U.S. with many moving to cities across Orange County such as Garden Grove, Santa Ana, Costa Mesa and Anaheim.

Eventually, these immigrants found their way to Westminster, a small city next to Huntington Beach, where housing and commercial real estate affordability led many to settle and start businesses along Bolsa Avenue. The area became known as Little Saigon.

“The goal of the new development is to give back to the community of Little Saigon and the City of Westminster by creating a unique live, shop, celebrate destination that evokes the spirit of pre-1970s Vietnam and honors the Vietnamese culture and traditions,” Director of Planning for KTGY and the project Johanna Crooker said in a prior news release.

The Westminster Planning Commission gave its thumbs-up for the project in February. The project is expected to be on the city council agenda April 11.
