WHERE'S DEBBIE?

We're ready to file a Missing Persons for Debbie Downer, who's been absent from all the big events recently-or at least dodgingBisnow's camera. Optimism and opportunity reigned during the cocktail hour at Thursday's New York Building Congress awards luncheon (Part I), where Atco Properties COO Peter DiCapua (with ConEdison Solutions' CEO Jorge Lopez and VP Michael Perna), told us that he planned to spend his weekend in Charlotte looking for investments to diversify Atco's retail, office, and condo portfolio at an 8.5% return. (Atco also recently made a purchase in Austin with a preferred return of 9%.) One project he's working on is the continuous conversion of the former Jersey City Medical Center into The Beacon, a new Art Deco-inspired condominium/retail community at Montgomery Street and Mill Road.
