Judge Rules Against Under-Construction Hollywood Target

The Hollywood Target has run into another roadblock.

A judge just struck down LA City Council's approval of the project.

This marks the second time in three years, the LA Times reports. The partially constructed building, at Sunset Boulevard and Western Avenue, has been empty for three years.

Target initially filed the application for the building in 2008.

LA County Superior Court Judge Richard L. Fruin Jr. decided then the approval violated city planning rules.

The judge also said the city council's previous approval for new zoning for the project was illegal and did not take into account the environmental impact on the local neighborhood.

Neighborhood groups had challenged the development, saying the building should not be taller than 35 feet. Opposition included the La Mirada Avenue Neighborhood Association, which had sued to stop the construction and now wants Target to tear down the project.

Some say the community needs a Target and the jobs it will provide.
