Hines was cited for a permit violation at its 33 Tehama St. apartment building in San Francisco's SoMa district after a second water leak caused evacuations.

The citation said Hines failed to obtain a proper permit to conduct repairs on a section of the building, according to the San Francisco Business Times.

Hines must get a permit for the repairs within 10 days and complete the work in the same amount of time.

The 403-unit building has been the subject of several complaints about unpermitted repairs as it works to fix plumbing issues that have caused leaks on two separate occasions, most recently last week.

Fifteen construction workers and 10 residents were evacuated after the leak.

Residents remain displaced and may not be able to return to the building until next year, according to ABC 7 News.
