The Burnham Place/Union Station redevelopment is such a big and complex project (costing many billions and taking place over the next 15 or 20 years), you may be wondering who is doing what. Here's your executive summary:

Akridge won the air rights over the railroad tracks, and its project is called Burnham Place (named for the original designer of Union Station). It will consist of a giant platform over the tracks and 3M SF of buildings above it. The master planner for all that is Shalom Baranes Associates.

Separately, the Union Station Redevelopment Corporation, Amtrak and Akridge have together hired a team to plan all of the station facilities, which are predominantly below the platform, i.e., public concourses, taxi, parking, and bus facilities. That team will be London-based Grimshaw and DC-based Beyer Blinder Belle (which specializes in historic preservation and rail-related projects).
