Affordable Housing Project In Mountain View Breaks Ground

ROEM Development Corp broke ground on its Evelyn Family Apartments in Mountain View this week. The complex, expected to be completed August 2018, will offer 116 affordable studios, one-, two- and three-bedroom apartments for families making up to 60% of the Santa Clara County area median income.

The $64M complex, on a 1.93-acre site at East Evelyn and South Bernardo avenues, will be one of the largest affordable housing projects in the city, according to Mountain View Mayor Pat Showalter. The complex was part of a public-private partnership to bring affordable housing to the area.

The three- and four-story apartment community will include 116 bicycle parking spaces for guests and offer indoor and outdoor amenities such as a large community room with a kitchenette, a homework center with computers, a fitness room, laundry rooms, a private shuttle to and from local transit and schools, and VTA Eco-passes for each unit.

The energy-efficient building will include water-saving and energy-efficient appliances and fixtures, and the developer will pursue LEED-H Gold certification.

The complex will receive 4% Low-Income Housing Tax Credits and Citi Community Capital provided $32M tax-exempted construction financing. Investment support was also provided by AEGON, and the City of Mountain View provided $22.3M.

The architect is Withee Malcolm Architects and the general contractor is ROEM Builders. Nonprofit partner Pacific Housing was also involved.
