Mesa leaders this week approved a $3B development plan that could become one of the largest hospitality and retail projects in the Phoenix metro city.

The 197-acre mixed-use development, dubbed Legacy Park, is slated to include a 600-room luxury resort, thousands of apartment units, a 20-acre park and an underground pedestrian tunnel connecting it to the adjacent Arizona Athletic Grounds, 12 News reported.
At full build-out, the development is also expected to include 3.8M SF of Class-A office and corporate campus space, 2,245 parking spaces and a 150-room boutique hotel, Connect CRE reported.
Phoenix-based Vestar, the developer spearheading Legacy Park, presented a development proposal alongside Mesa city staff during a Sept. 10 study session, ahead of the Monday city council vote. In August, Mesa’s Planning and Zoning Board voted to recommend that the council reclassify the property from “light industrial” to “planned community district” to make way for the project.
Vestar plans to start construction on Legacy Park next January, eyeing October 2029 for the grand opening of the first phase, according to Connect CRE.
Vestar has also proposed a 37-acre development called Gateway Crossing across the street from Legacy Park, at the southwest corner of East Williams Field Road and State Route 24. That hospitality project would also feature restaurants, retail and hotel rooms.
Combined, the projects could pull in nearly $60B for Mesa over the next three decades, plus generate more than $1B in tax revenue and create more than 13,000 jobs, according to 12 News.
Phoenix's hotel sector has been seeing more openings this year than any other major U.S. city. The Valley is expected to have 26 hotel projects open before the end of 2026, according to the Phoenix Business Journal.
