The developer of a Brooklyn Basin parcel yet to receive final approvals will go before Oakland's planning commission looking to change that this week.

On Wednesday, LA-based developer Cityview will seek a final development permit for its eight-story, 378-unit project proposed for Parcel J.
It's one of the many sites making up the 65-acre Brooklyn Basin master-planned development located on Oakland's waterfront.
Designed by TSM Architects, the Parcel J project, which calls for a mix of studios through three-bedroom apartments, seeks final approvals as other parts of one of the Bay's biggest master developments finally hit milestones of their own.
Led by Oakland-based Signature Development Group since receiving initial approvals in 2006, Brooklyn Basin had to overcome challenges to its environmental impact report as well as the recession. It finally obtained key financing from Chinese investment company (and now co-developer) Zarsion Holdings Group in 2013, breaking ground months later.
Now, the first of its communities, Signature Development's 241-unit Orion, is open and leasing, and an adjacent, 241-unit complex next door led by Zarsion America is underway as well, according to the San Francisco Business Times.
Most of the other communities planned for Brooklyn Basin, like Parcel D — acquired by developer Anton DevCo in September — are seeking or have final approvals. Earlier this year affordable housing developer MidPen Housing broke ground on two of its communities totaling 211 homes in the master plan.
In all, up to 3,100 units are expected at Brooklyn Basin, 465 of which will be affordable. The site will also include about 200K SF of ground-floor commercial space and over 30 acres of parks and other space open to the public.
Brooklyn Basin's units coming online, like those of Orion, enter a much different market for housing in Oakland than what existed when the huge development started. As of September, the city had 9,304 housing units under construction and almost 7,000 supposed to come online this year, Darin Ranelletti, policy director of housing security in the mayor's office, told Bisnow at the time.
Cityview's project would include 2.7K SF of retail and amenity space. BKF Engineers is the civil engineer and Bruce Jeff Associates is the landscape architect. Reynolds & Brown is the master developer along with Signature.
Cityview didn't immediately respond to a request for comment.
