Developer Randall Davis Co. will break ground on luxury condominium building The Paramount in either late fall 2020 or early winter 2021, with construction expected to reach completion in the fourth quarter of 2021.

The 25-story boutique high-rise will contain 50 units, ranging from 1.8K SF to 6.5K SF. The Paramount will be located at 3723 Westheimer Road, situated between River Oaks and the Galleria area, and units start just north of $1M.

The luxury building will have an indoor and outdoor pool, multiple floor plans and penthouses, high-end kitchens with designer appliances and 24-hour concierge service.

The Art Deco-style building was designed by Powers Brown Architecture, in tandem with father-and-daughter team Randall and Natalie Davis of Randall Davis Co.

Martha Turner Sotheby’s International Realty has been named the exclusive marketing partner for the project, with agents Hedley Karpas and Karen Gillespie overseeing sales efforts for all 50 residences in the tower. Pre-sales began in January.

“As a result of COVID-19, buyers are especially attracted to the boutique nature of this building. We are also finding they are increasingly value-driven and particularly interested in the elements that make this building unique compared to the competition, including superior location, finishes, views, floor plans, outdoor space on select units and River Oaks setting,” Karpas told Bisnow.

Randall Davis Co.’s prior projects in Houston include The Cosmopolitan, Rice Lofts, The Manhattan, The Astoria and The Metropolis.

Condos have been slower to take off in Houston than in other major metros, but have started to gain traction over the last few years.

“The attitude is changing. I’ve said it’s going to happen, well it has happened. People have accepted high-rise living in Houston,” Pelican Builders founder Robert Bland said at a Bisnow event in October.
