In The Works: 4 Upcoming Developments In Capitol Riverfront

The four projects profiled below are elevating public perception of the Capitol Riverfront as it transitions to a true live/work/play environment.

Developer: Skanska

This 234k SF trophy spec office building, designed to achieve LEED Gold certification, will include 11k SF of ground-floor retail and restaurants Circa and Open Road. The third retail space will be a coffee concept with a connection to the lobby.

The 11-story, virtually column-free building features four sides of floor-to-ceiling glass, 10-foot unfinished ceilings, WiFi access, an expansive rooftop terrace and collaborative breakout areas. Skanska started construction without an office tenant, but anticipates having at least one committed before the building opens next year.

One Hill South

This 383-unit luxury apartment complex will house DC’s only resident-exclusive Equinox gym and 25k SF of ground-floor retail. 

The highly amenitized building also offers a private dining room, a billiards room, a business center with three private conference rooms, a landscaped rooftop with swimming pool, two hot tubs, four private barbecues with fire pits and outdoor dining areas, and The Kennel Club. 

It's currently pre-leasing with move-ins for residents beginning March 1.

The Bower Condos and Parcel O2 Apartments

Developers: PN Hoffman and Forest City Washington

Two projects are being developed simultaneously on the same piece of land to deliver in tandem Q3 2018. The Bower, when completed, will be the first new condo project in the Capitol Riverfront since 2012, with 138 luxury condo units on 10 stories over almost 13k SF of retail.

It uses state-of-the-art construction to achieve nine-plus-foot ceilings with floor-to-ceiling glass designed by Handel Architects. All units will be equipped with Bosch appliances, wide plank hardwood floors and Italian cabinetry. Sales will begin this summer.

The unnamed Parcel O2 will add 191 rentals units, 39 of which will be affordable, and more than 6k SF of retail. These projects will extend the vibrancy of 4th Street toward the water and stand across from the Arris apartment building.

The Collective

This project is divided into three phases. Phase 1 brought Park Chelsea to 880 New Jersey Ave. SE. It wrapped last year and has 429 rental units.

Phase 2, introducing the Agora building next door, delivers in Q3 2017. It includes 334 rental units and 35k SF of retail. The Whole Foods it houses will be an anchor for this part of the neighborhood, according to folks at the Capitol Riverfront BID, attracting shoppers to the area. It will be the neighborhood’s second full-service grocery store. (The 50k SF Harris Teeter, part of Forest City’s Twelve12 project, was the first on the scene in 2014.)

Finally, Phase 3 will bring The Garrett, composed of 375 rental units and more than 13k SF of retail to 150 I St. SE. With a 2020 delivery anticipated, groundbreaking is slated for this year.

Residents of all of The Collective’s buildings will share access to all amenity spaces, including golf simulators, massage rooms, game rooms, rooftop pools, an indoor lap pool, dog walk areas, an indoor basketball court and a demonstration kitchen. The rooftops have Capitol views, and the buildings are just five blocks south of the Capitol.
