The federal government’s Court Services and Offender Supervision Agency has found a new location for its headquarters.

The lease award went to landlord Communications Workers of America for $178M, the General Services Administration revealed in an award notice on the federal government’s procurement website Thursday.
The agency is consolidating several CSOSA offices into a new 198K SF headquarters at 501 Third St. NW, a source familiar with the deal told Bisnow. The deal, which includes the Pretrial Services Agency, is for a 20-year term, but it allows the government to terminate after 15 years, the source said.
Savills Executive Managing Director Todd Valentine, Vice Chairman Emmett Miller and Managing Director Bryant Porter represented the GSA.
The GSA and CWA didn't respond to requests for comment.
The 11-story, 226K SF property was built in 1991 and acquired by CWA in 1995, deed records show. It sits two blocks from Judiciary Square.
CSOSA's headquarters is at 633 Indiana Ave. NW. The agency has seven other offices in D.C., according to its website. It is unclear how many will remain after the consolidation.
The tenant is expected to relocate in September 2026, according to the presolicitation notice.
The headquarters search for the agency goes back to a 2018 congressional prospectus for up to 201K SF. In 2019, existing landlord Zuckerman Gravely filed a legal challenge saying the search unfairly limited competition.
In 2020, developer Monument Realty said its building at 1425 New York Ave. NW was the "apparent successful offer," but Zuckerman Gravely protested that award and the deal apparently fell through, as the GSA restarted the process to find a CSOSA headquarters location in August 2023.
