The U.S. Customs and Border Protection agency plans to consolidate multiple Northern Virginia offices into one Ashburn office park in a major win for Loudoun County.

The General Services Administration reached an agreement to lease 445K SF for the CBP's Office of Information Technology headquarters at Quantum Park, near the future Ashburn Silver Line station. The lease must be approved by Loudoun County's board of supervisors.

The agency signed a 15-year lease and plans to move 3,700 jobs to the new Loudoun County office. The move represents a consolidation from multiple offices across Northern Virginia.

Quantum Park, owned by American Real Estate Partners, is the former home of MCI/Worldcom and is partially occupied by Verizon Business. Verizon sold the 126-acre office park to AREP in 2015 for $212.5M. The park consists of 1.9M SF of office space spread across 12 buildings. AREP plans to make $179M in improvements to the facility, expected to be completed in time for the agency to move in 2020.

The office park sits at 22001 Loudoun County Pkwy., near the intersection of Loudoun County Parkway and the Dulles Greenway. It is roughly 2 miles from the site of the future Ashburn Metro station, which will be the terminus of the Silver Line when its second phase opens in 2020. Comstock Partners is developing a major mixed-use project at the station that is approved for 900 units, 500K SF of office and 200K SF of retail.

"The consolidation of the U.S. Customs and Border Protection OIT in Loudoun is a continued fulfillment of the vision that the Board of Supervisors had in 2012 when we voted to extend the Silver Line to Ashburn," Loudoun County Supervisor Matt Letourneau said in a release. "CBP will help spur additional commercial development along our Silver Line corridor."
