Development Teams Named for Waterfront Station II, Capitol Vista And Truxton Circle Projects

Brian Kenner, DC’s deputy mayor for planning and economic development, has named the three teams that will develop the Waterfront Station II, Capitol Vista and Truxton Circle projects. In all, the three sites will add more than 200 affordable housing units, create more than 660 jobs, and bring much-needed retail and cultural amenities to the District.

The projects were initially introduced at DMPED’s March Madness event last Friday.

The development team for the Waterfront Station II at 1000 4th St SW, consists of PN Hoffman, Paramount Development, ER Bacon Development, CityPartners and AHC Inc. Hoffman’s team offered more affordable square footage than required by law, including in one-bedroom/den and two-bedroom family units.

The team’s proposal includes a 10k SF “black box” theater and more than 22k SF of retail, including storefronts opening directly onto 4th Street, thus expanding the commercial district further north.

The Hoffman group gained unanimous support from ANC 6D, where the project is located, which noted the group’s support for cultural enhancements and the substantial community-serving retail. In all, the project will provide more than 400 units of housing, with 30% of them totally affordable units.

Capitol Vista’s development group consists of Voltron Community Partners (Dantes Partners, Spectrum Management, Menkiti Group, Bailey Real Estate Holdings). The Voltron team will provide an all-affordable housing project with needed retail at 2nd and H Street NW, just a couple of blocks from the Walmart at First and H.

The 100% minority-owned, DC-based partnership has more than 40 years of combined experience in multifamily development and affordable housing in the city. The project includes the most units of any proposal below 60% AMI. The project also includes nearly 3k SF of retail.

Voltron also will be providing a new park/plaza space. In total, the project will generate $8.3M in tax revenue.

The Truxton Circle project at 1520-1522 North Capitol St NW, will be developed by a team of Urban Green and Flywheel Development. Urban Green, which incorporates “live/work” affordable housing and supports the DC arts community, will provide a net-zero energy, mixed-use development that promotes the use of public transit and bicycling. The project will be 100% affordable with a ground-floor restaurant, a green roof and a “living” green wall.
