Years of back-and-forth controversies could finally end, allowing a major San Diego coastal mixed-use project to break ground on the first phase next year.

Civic San Diego is slated to hear final details on the redevelopment of the Navy Broadway Complex called Manchester Pacific Gateway, an eight-city-block project bounded by Harbor Drive, Broadway and Pacific Highway. The project—spearheaded by Manchester Financial Group after being selected by the Navy in 2006—will include a new US Navy HQ building and six other buildings totaling more than 1.6M SF; a nearly 1,400-room hotel; retail space; 2,900 parking spaces; and an up-to 55k SF museum.

The green light for these final approvals came this past fall when the California Coastal Commission agreed to drop its lawsuit against the $1.2B project and the Navy, according to the San Diego Union-Tribune. Per the agreement, developers will relocate the museum across from the Midway Aircraft Carrier Museum and add street-side retail along Harbor Drive, as well as provide public parking. We briefly spoke with Dealy Development's Perry Dealy (here), who is project manager for Manchester Pacific. "There aren't really a lot of big changes," he says, adding that they expect to break ground on Phase 1 by Q1 2016. "We're still defining what Phase 1 is, but four to six blocks will include [it]." According to docs, CivicSD board will be given an informational presentation on Dec. 9.
