Harmony Grove Could See Massive New Neighborhood

Could a San Diego developer be eyeing a massive mixed-use project near the Elfin Forest Recreational Reserve? We got our hands on a rezoning request filed by Kovach Cos on San Diego's citizen's access website for what it calls Harmony Grove Village South. The plan calls for a 453-home neighborhood mixed with “commercial/community uses, open space and trails.” Little other info was provided in the doc, and an official with Kovach declined to comment. The Elfin Forest Harmony Grove Town Council's Facebook page has also been detailing the project here.
