Sales and volume have slowed in the first quarter, as upcoming changes to the laws governing the way rent-stabilized buildings are run, as well as the possible introduction of commercial rent control, are all chilling the market.

Meanwhile, amid a housing crisis, the cost of construction and land means building affordable units is harder than ever.
