De Blasio Makes Two New Appointments To The Rent Guidelines Board

Mayor Bill de Blasio has made two new appointments to the Rent Guidelines Board, which oversees all disputes and decisions related to the city’s Rent Stabilization Law.

Former Judge Kathleen Roberts has been named chair of the RGB. She has been a mediator, arbitrator and court-appointed special master with Judicial Arbitration and Mediation Services since 1995, and also teaches commercial law at NYU.

Before that she served as a US Magistrate Judge in New York’s Southern District, from 1985 to 1995.

Mary Serafy has been appointed Owners Representative on the RGB. Mary currently serves as BRP Development’s director of design, a position she’s held since 2007. Prior to that she was a project manager at Danois Architects.

Mayor de Blasio says in a statement that Kathleen “has years of experience serving New Yorkers” during the course of her legal career, and that Mary “is well-versed in the field of housing, planning and development.”

“I’m confident their addition to the RGB will serve New Yorkers well—tenants and landlords alike,” he adds.

Roughly 1 million units citywide are affected by NYC’s Rent Stabilization Law, and the RGB holds meetings and hearings throughout the year to discuss changes to the law and hear concerns from owners and tenants.
