Developer to Build New Long Beach Civic Center in Exchange for Building Site

Developer Plenary-Edgemoor Civic Partners has been chosen by the City of Long Beach to build a new Civic Center complex, which includes a new City Hall, Port of Long Beach HQ and main library, as well as redesign Lincoln Park.

The developer also plans a private mixed-use and hotel project on land occupied by the existing City Hall. When the City Council determined the existing buildings probably wouldn’t survive an earthquake, it issued an RFP for a public-private partnership to redevelop the Civic Center and include a mix of uses, which was awarded to Plenary-Edgemoor, reports the Long Beach Press-Telegram.

The plan calls for the developer to build and maintain an 11-story City Hall, with a 250-seat Council Chambers, public counter space, meeting rooms and office space for most city departments. Plenary-Edgemoor would lease the facilities back to the city for 40 years at the current office rate, which totals about $12M, plus cost-of-living increases.

The main library would be relocated to a new two-story, 92k SF structure on the north end of Lincoln Park. Plenary-Edgemoor is also in negotiations with the Harbor Department for another 11-story building to house the Port of Long Beach HQ, which would be separated from city facilities by a 73k SF plaza.

In exchange, the city is providing Plenary-Edgemoor land for the private mixed-use development, including the site of the old courthouse on Ocean Boulevard and the existing City Hall and main library at the corner of Third Street and Pacific Avenue. [LBPT]
