In early 2004, Mr. Cohen founded and became President / CEO of Perseus TDC. He has an active role in every project Perseus TDC undertakes from acquisition financing, development, marketing and leasing. Mr. Cohen has been an active participant in the Washington area real estate business since 1971. He began his career as a broker with Barnes Morris & Pardoe. In 1982, he became President of Barnes Morris and oversaw the growth of the firm into a leading and successful brokerage company. In 1991 Mr. Cohen and P. Wesley Foster Jr. became partners and merged Long & Foster Commercial with Barnes Morris and Mr. Cohen became Chairman and CEO of the combined company and soon thereafter acquired the Kaempfer management Company and grew that to manage more than 13 million square feet of office. In 1998 the company was sold to Insignia Financial Group and Mr. Cohen remained as the regional executive manager. A demonstrated real estate professional, Mr. Cohen has been involved in the acquisition and disposition of numerous real estate projects. He has acquired, on behalf of various partnerships, land for development and buildings for investment. He has invested in multiple projects such as a 150,000 square foot building at 2121 Virginia Avenue and is the developer of a partnership that owns land to develop over 700,000 square feet in the NOMA submarket of Washington, DC known as Storey Park. Some of the notable projects Mr. Cohen has been involved with include Redland Corporate Center, a 350,000 square foot office development; 1110 Vermont Avenue, a 308,000 square foot office redevelopment; 2440 M Street, a medical office building; 2101 M Street NW Hilton Hotel; 14W, a 250,000 square foot mixed use residential project; 1577 Spring Hill Road, McLean, VA. Mr. Cohen is a member of the Economic Club of Washington and the World Presidents Organization. He is a former member of the Young Presidents Organization and he has served on the Board of Visitors at Duke University, the boards of WETA, Norwood School, DC National Bank, Sovran DC National, George Washington University Cancer Center and Global Relief Technologies, a disaster relief technology company. member of Global Relief Technologies, a disaster relief technology company.

Michael Vu is a Principal and sits on the Investment Committee of Artemis Real Estate Partners. Mr. Vu is responsible for developing and implementing the acquisition and asset management activities of Artemis. Mr. Vu joined as a founding member of Artemis in 2010, has been involved in over $1.9 billion in new investments, and is based in metropolitan Washington, DC.

Previously, Mr. Vu was an associate at The Carlyle Group, where he served in the Transactions Group within U.S. Real Estate. Mr. Vu was focused on property and portfolio acquisitions, dispositions, and financings across all major property types. Prior to The Carlyle Group, Mr. Vu was an analyst at Lazard Frères & Co. where he focused on mergers and acquisitions within the U.S. Real Estate group in New York.

Mr. Vu earned a bachelor's degree in Politics and Finance from Princeton University, graduating magna cum laude. Mr. Vu was awarded the Lyman H. Atwater Prize for the top thesis within the Politics department. Mr. Vu is the Vice Chair on the board of the Maya Angelou Public Charter School in Washington, D.C., which focuses on providing a second chance to high schoolers and young adults to put them back on track towards a high school diploma or equivalent credential and a path for a productive post-secondary career. Mr. Vu is also an active council member with the Urban Land Institute.

Jason Gerstein is the founding principal of both LGA Capital CRE, an SEC registered FINRA member private placement broker dealer, as well as LGA Capital Advisors. Jason actively leads the companies’ business development and investment strategies.

For more than 20 years and prior to the founding of LGA Capital in 2010, Jason worked in multifamily development for developers, lenders, and investors.

Jason is a graduate of Franklin and Marshall College with a bachelor’s degree in Biology and Psychology. He received his Juris Doctor from the University of Dayton, a Master of Business Administration (MBA) with a concentration in finance from The Kogod School of Business at American University and a Master of Law (LLM) in Taxation from the Georgetown University Law Center. Jason is licensed to practice law in the State of Maryland, the United States District Court for the District of Maryland and is a member of the United States Tax Court and the United States Supreme Court.

Melissa Lee, CTP is the Senior Vice President of Capital and Investments at The Menkiti Group where

she is responsible for structuring and growing the capital, investment, and fund management activities

of the organization. Melissa brings over two decades of finance experience with expertise in investment

management and treasury management across multiple industries. Melissa has delivered a range of

finance activities at organizations that include Amtrak, Pepco Holdings, Inc., and Chevy Chase Bank

(acquired by Capital One in 2009). Previously, Melissa oversaw a $2+ billion real estate portfolio at the

Maryland State Retirement & Pension System with the responsibility for advancing the asset class

strategy through the deployment of capital into domestic and global private real estate funds. Formerly,

Melissa served as the Director of Treasury Operations at the Washington Metropolitan Area Transit

Authority (WMATA), where she executed the organization’s cash, debt, and investment strategy. In

addition, she served as a Trustee on several of WMATA’s Retirement Plans. Most recently, Melissa

served as the Founder and Managing Principal of Lee Squared Consulting Group, LLC where she

developed financial strategies for community development organizations. Melissa holds an MBA from

George Washington University, a BBA in Finance from the University of the District of Columbia, and the

Certified Treasury Professional (CTP) designation from the Association for Financial Professionals.

Allina Boohoff

Allina Boohoff, managing director, is the head of asset management’s Multifamily Sector at J.P.Morgan Asset Management – Global Real Assets. An employee since 2003, she is responsible for leading the asset management efforts for the group’s multifamily portfolio in the U.S., a 50,000 unit, 190-property portfolio valued at $14 billion. Allina is responsible for major joint venture partner relationships in the multifamily sector and has significant involvement in client meetings and presentation related to multifamily investments. She has 20 years of real estate experience and was previously the financial controller for the multi-family portfolio and a financial controller for the Alternative Property Fund and transferred to asset management in 2006. Prior to joining the firm, Allina worked for Ernst & Young LLP, where she was a senior accountant in the Real Estate Group. Allina holds a B.S. in finance and economics from the Stern School of Business at New York University, an M.S. in accounting from Mendoza School of Business at University of Notre Dame and is also a CPA. She is a member of the New York Society of Security Analysts and is a holder of the CFA designation. She also serves on the board of National Multi Housing Council and is a member of ULI’s bronze multifamily council.

Nikita Rao joined Tishman Speyer in 2024 and leads Tishman Speyer’s residential platform in the United States. In this role, she oversees the firm’s U.S. residential portfolio and pipeline including Tishman Speyer’s market rate, workforce, and affordable assets in the United States. Prior to joining Tishman Speyer, Nikita spent over five years at Nuveen Real Estate where she launched and oversaw the firm’s U.S. Cities Multifamily Fund, an open-ended housing vehicle. Her responsibilities for the Fund included strategy, acquisitions, dispositions, asset management, financing, capital raising, investor communications and presentations, ESG implementation and marketing. Prior to Nuveen, Nikita was a Senior Vice President at Federal Capital Partners where she spent a decade in multifamily asset management and led development and portfolio management for a series of value-add multifamily funds. VanHorn joins the team with over 25 years of experience in all aspects of real estate investment, development, and operations. He most recently was President and Chief Development Officer at Dweck Properties, establishing a $900M development pipeline on company owned properties and a construction management company which completed $100M in work in its first three years.

Before Dweck Properties, Andy was an Executive Vice President at JBG Smith responsible for entitlement, community and governmental activities associated with the company's portfolio in National Landing. He has led a variety of notable projects in the DMV area, including Amazon’s HQ2, Virginia Tech’s Innovation Campus, and the mixed-use Potomac Yard commercial center.

Andy also worked in real estate private equity with Buvermo Properties and Charles E. Smith & Clark Construction. He received his BS in Civil Engineering from Lehigh University and his MBA from the McDonough School of Business at Georgetown University.

Andy serves as a Board Member and an Officer for True Ground Housing Partners, a regional affordable housing developer. He is also an appointed member of the Arlington County Economic Development Commission.

Nihar serves as a Partner in Transwestern Development Company’s Washington office, overseeing the Mid-Atlantic region. He is responsible for the financial health and execution of development projects, sourcing new deals, and structuring capital. Nihar has sourced over $800 million of product in the region in addition to leading the development, management of sales and leasing operations and the dispositions of more than 3.8 million square feet of real estate across mixed-use, hospitality, multifamily, condominium and townhome product types valued at over $1.5 billion across 15 different projects and delivering over 2,300 units of housing in the area. Nihar started his foray into the industry by working in project management for general contractors, where he managed the construction of data centers, government facilities and mixed-use apartment communities. He is a United States Air Force veteran and separated as a Captain after serving in Operation Iraqi and Enduring Freedom. Nihar earned a bachelor’s degree in electrical engineering from Boston University and a Master of Business Administration from the McDonough School of Business at Georgetown University.

Since early 2018 Priya Jayachandran has led National Housing Trust (NHT). NHT is committed to the preservation of home, opportunity, and dignity through affordable housing. In her role as CEO, Priya leads NHT’s engagement in public policy, lending and energy sustainability.

Priya previously led Housing Development at Volunteers of America (VOA). In her role, she managed the strategic direction, acquisition, and development of rental housing for VOA. Priya served in the Obama Administration at the Department of Housing and Urban Development from 2014 until 2017, as Senior Policy Advisor, Director of the front office of Multifamily Housing, and ultimately as Deputy Assistant Secretary for Multifamily Housing Programs.

Before joining HUD, Priya spent more than 15 years in community development real estate banking in New York and Washington, DC. She led client teams delivering debt and tax credit equity for affordable housing and charter schools during that time. Under Priya's leadership, the Mid-Atlantic market at both Citi and Bank of America were the top production offices in the country. Priya is a recognized industry expert on affordable finance deal structuring. Priya has also worked as a consultant to women’s microcredit organizations in La Paz, Bolivia; at Credit Suisse as an investment banking analyst; and at California State Treasurer Kathleen Brown as a Capital Fellow. Priya earned her B.A. from the University of California and her MPA from the Princeton School of Public and International Affairs.

Christopher Donald

Christopher E. Donald was appointed Interim Executive Director in January 2020. As Interim Executive

Director he is responsible for the overall supervision, coordination and strategic direction of the District of

Columbia Housing Finance Agency. Mr. Donald joined the Agency in October 2016 as the Senior Vice

President of Multifamily Lending and Neighborhood Investments. He served as part of DCHFA’s senior

management team. His primary responsibility was to manage the day-to-day operations of the

Multifamily Lending and Neighborhood Investments (formerly Public Finance) department and assist the

Executive Director & CEO with the development of multifamily programs, products, polices and strategic

planning.

Mr. Donald has over 15 years of experience in real estate finance, community building, development,

land entitlement and construction.  He’s entitled over 1MM square feet of mixed income, transit

oriented, amenity rich housing.   Mr. Donald specializes in acquisitions, entitlement, community

visioning and deal structuring.  He has completed over $1 billion in real estate financing over the course

of his career and renovated over 1,000 multifamily units and entitled and underwritten almost 3,500

multifamily units throughout Northern Virginia, Maryland and the District of Columbia.   Mr. Donald has

also acquired and programmed commercial space for small local businesses and retailers.

As the Director of Development at the Arlington Partnership for Affordable Housing, Mr. Donald

underwrote and structured $60MM in low-income housing tax credit transactions. Over the last several

years he has provided underwriting services to the Office of State Superintendent for Education for the

District of Columbia and financed over $300 million in improvements for public charter schools using

New Markets Tax Credits, Tax Exempt Bonds and other tools. Mr. Donald began his career in finance at

Lehman Brothers in the Municipal Finance Group and underwrote $200MM in revenue bonds for the

District of Columbia.

Prior to his tenure at DCHFA, Mr. Donald served as the Principal and Co-Founder of The Leidesdorff

Group.   The Leidesdorff Group (TLG) is a diversified real estate advisory firm focused on the

regeneration of urban communities within the Mid-Atlantic region.  As a principal of TLG, Mr. Donald

focused on distressed and disinvested urban communities.   Mr. Donald is a member of the Urban Land

Institute and serves on the Board of Directors of the African American Real Estate Professionals of DC

(AAREP-DC) and the Housing Association of Nonprofit Developers (HAND). He is a graduate of Stanford

University, where he earned a Bachelor of Arts in Political Science.

Drew Hubbard was appointed Interim Director of the DC Department of Housing and Community Development (DHCD) on October 1, 2021 by Mayor Muriel Bowser. He’s held several leadership positions within DHCD, including as Deputy Director and Chief Administrative Officer, where he oversaw human resources, contracting and procurement, and stewardship of the agency’s budget.

Drew has over a decade of experience in the legislative and executive branches of the District of Columbia. His experience includes many years on staff at the Council of the District of Columbia, where he served as a Legislative Director and Committee Director with a primary focus on affordable housing, workforce development and re-entry policy. He also served as the Federal Relations-Policy Analyst for the Office of Policy and Legislative Affairs within the Executive Office of the Mayor.

Immediately prior to coming to DHCD, Mr. Hubbard served as an Associate Director for the DC Department of Employment Services (DOES). At DOES, he was responsible for senior management, strategic planning, and cross-program coordination of the Office of Apprenticeship Information and Training, the First Source Program, and the Business Services Group. In that role, he was responsible for executing the realignment of employer-facing programs and identify resources to establish an easily accessible menu of value-added business services aimed at engaging companies in order to cultivate placement opportunities for other agency units and programs servicing District resident employment needs.

Mr. Hubbard holds a Bachelor of Arts in Political Science from Morehouse College and a Juris Doctorate from the George Washington University Law School. Mr. Hubbard is a resident of the Woodridge neighborhood in Ward 5, where he resides with his wife and 2 children.

Joseph LeMense is the managing director of community development & nonprofit banking at United Bank, the largest headquartered community bank in Greater Washington. With over 40 years of experience, LeMense guides the Bank’s nonprofit business development and lending initiatives throughout the Bank’s markets in eight states and the District. He focuses on providing personalized financial solutions to mission-based organizations involved in community development, affordable housing, education, social services and trade associations. LeMense joined United Bank in 2004, most recently serving as a senior vice president of commercial banking. In this role, he developed and managed long-term lending relationships, primarily in the nonprofit, biotech and government contracting industries. LeMense’s areas of expertise include tax exempt bond finance, tax increment finance, Property Assessed Clean Energy (“PACE”) financing and Low Income Housing Tax Credit (“LIHTC”) and New Market Tax Credit (“NMTC”) financing. A fifth-generation Washingtonian and fourth-generation graduate of Georgetown University, LeMense is a board member of the Jubilee Housing Advisory Board and a former mayoral appointee to the D.C. Public Charter School Credit Enhancement Fund Committee. He is an active volunteer and advisor with the Georgetown University Alumni Club of Washington, D.C. as well as a guest lecturer at Georgetown’s McDonough School of Business. A 2015 graduate of Leadership Montgomery, Joe was also a charter member and past president of the Metro Bethesda Rotary Club.

Amy M. Glassman represents public housing authorities, developers, nonprofits, and other recipients of HUD funds in regulatory, administrative, transactional, and related matters.

Amy has extensive experience with HUD regulatory and statutory compliance issues. She works closely with housing authorities on applications for and implementation of HUD's Moving to Work (MTW) program, including negotiation of MTW agreements and development and implementation of MTW policies and programs. She assists clients on matters such as federal procurement requirements, relationships with public housing affiliates and instrumentalities, uses of program income, the Uniform Relocation Act (URA), and tenant-based and project-based housing choice vouchers. She also advises clients on litigation or potential litigation matters including those involving lead-based paint and other hazardous materials. Amy advises clients on fair housing, accessibility, and disability issues related to Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, and Fair Housing Act, including policy development and fair housing investigations. She also defends clients in HUD debarment actions and Office of Inspector General audits and investigations.

Amy's transactional practice includes extensive work with public housing authorities on portfolio repositioning strategies and implementation, including mixed-finance redevelopment projects, HUD demolition and disposition applications, and conversions to Section 8 using various methods, including disposition, voluntary conversion, HUD's Rental Assistance Demonstration (RAD) program. She also advises clients on a variety of HUD multifamily housing matters involving project-based rental assistance, including HAP contract transfers and assignments.

Prior to becoming a lawyer, Amy worked as an affordable housing consultant at the Cambridge Housing Authority and at TAG Associates.

Greg T. West is President and Chief Executive Officer of ZOM Living and is responsible for all

aspects of the Company with particular focus on development activities nationally. He joined

ZOM in 1997 and since been involved with all aspects of the development process including

identifying new opportunities, compiling due diligence and underwriting parameters. He is also

responsible for project design, permitting, and construction. Mr. West also plays a key role in

business development and investor relations. Presently ZOM has under construction 3,700 units

in Florida, Texas, Chicago, Carolinas and the Mid-Atlantic. Over the next twelve months the

company will start 2,200 additional units bringing active development volume over $1.7 billion

dollars.

Mr. West received a Bachelor of Arts in Accounting from Southern Methodist University and has

received two Masters of Science degrees from Texas A&M University in Land Development and

Construction Management.

He serves on the Board of Directors of the National Multifamily Housing Council, is a board

member of the Miami Downtown Development Authority and on the Advisory Board of the

University of Miami Master of Construction Management program. Mr. West is the current Chair

of the ULI Southeast Florida and Caribbean District Council and is a member of the Gold

Multifamily Council.

Kevin Sheehan is senior managing director of real estate for the Greystar Northeast region, which includes offices in Washington D.C., Philadelphia, New York City, and Boston. In his role, Kevin oversees property management operations, third-party business development, and client relationships. He also assists the company’s investment and development platforms in expanding throughout the region. Kevin’s expertise includes managing portfolios and teams across wide geographic areas, as well as managing various asset types, including high-rise, garden, urban, suburban, lease-up, and renovation. Prior to joining Greystar in 2010, Kevin served as president of management operations at Bainbridge, an East Coast multifamily development and investment firm operating from Florida through the Mid-Atlantic. Before his Bainbridge role, he was a senior vice president with Bozzuto, where he oversaw a portfolio of class A assets in Washington D.C., Philadelphia, and New Jersey. Kevin started his multifamily career managing apartment communities at Oakwood Worldwide, progressively working his way up in the organization to positions of higher responsibility.

Andrew is Senior Managing Director and City Head of the Hines Washington D.C. office. He is

responsible for new business procurement, development, acquisitions, asset and property management

activities in the Mid-Atlantic region.

Andrew has an extensive background in land development, office and multifamily, and has brought strong

relationships with investors, landowners, brokers, and other real estate professionals—cultivated through

years working in the sector—to the firm, since joining Hines in 2020.

Prior to joining Hines, Andrew was Vice President, Development at Fairfield Residential, responsible for

managing and directing all development, construction, and property management functions for the Mid-

Atlantic Region. He spent his early career at Toll Brothers and Monday Properties. He is also a veteran,

having spent the first five years of his career as an officer in the U.S. Navy.

Andrew is a member of the Urban Land Institute, a LEED Accredited Professional, and former NAIOP VA

chapter board member. He earned a Bachelor of Science, Economics, from the United States Naval

Academy, Master of Science, Organizational Dynamics from University of Pennsylvania, and MBA at

Sloan School of Management from Massachusetts Institute of Technology (MIT).

Richard Schechter

As Chairman and Chief Executive Officer of The Bainbridge Companies, Mr. Schechter has been in real estate development since 1976. A third generation multifamily and commercial property owner, manager and developer, Mr. Schechter’s family has been in the business since 1927. Mr. Schechter developed his first mixed-use office and retail project in 1976 and his first mid-rise apartment project in 1978. Since starting Bainbridge in 1993, Richard has been involved in the supervision, acquisition, development and management of $5 billion in multifamily rental housing, including over 29,000 multifamily units.

He formerly served as chief operating officer of R.M.S Partners, a developer, owner and manager of office buildings and apartment rental communities in Florida and Washington D.C., and as president of Bainbridge Financial Corporation, an investment, asset and property management advisory group based in Washington D.C.

In addition to his expertise in commercial and multifamily ownership, acquisition, management and development, Mr. Schechter has extensive experience structuring large scale real estate financing, including REIT programs.

Mr. Schechter holds a Bachelor of Science in chemistry from Clarkson University and a Juris Doctorate from the Syracuse University College of Law.

Jim has served as President and CEO of Jefferson Apartment Group (JAG) since establishing the company is 2009. Jim is responsible for corporate strategy, including all operations and investment decisions. He leads the Executive and Investment Committees, as well as JAG’s Advisory Board.

Jim is an industry veteran with over thirty-two years of experience in real estate development focused on multifamily communities. Prior to forming Jefferson Apartment Group, he was President and Managing Partner at JPI East.

Additionally, Jim serves on the Executive Committee of the National Multifamily Housing Council (NMHC), and the National Association of Home Builders (NAHB) Multifamily Leadership Board. He is an active member of the Urban Land Institute (ULI), as well as a variety of local real estate and charitable organizations. Mr. Begert has multi-family acquisition and development experience across a variety of product types and jurisdictions in the Mid Atlantic region. Benjamin Kasdan, AIA, is a Principal and Design Leader at KTGY in Tysons, VA near Washington, DC. Prior to joining AvalonBay in October 2011, Matt was the founding principal of Abbey Road Property Group, LLC, a multi-family development and investment firm based in Arlington, Virginia since 2006 and before that a Senior Vice President at EYA (formerly Eakin/Youngentob Associates). Prior to joining EYA in 2003, he was a Regional Vice President of Development with the Company.

Siobhan Kelly is an Associate Director and currently leads the Office of Multifamily Analytics and Policy at the Federal Housing Finance Agency (FHFA). The office serves as the focal point for the development and implementation of mission-related multifamily policy, research and financial analysis. Siobhan has over 15 years of multifamily experience and oversees the business activities of both Freddie Mac and Fannie Mae.

Previously, Siobhan served as the Multifamily Credit Risk Officer at the Department of Housing and Urban Development (HUD). In this role she served as a senior advisor on multifamily finance and policy issues affecting FHA, and was responsible for managing and measuring risk issues related to the MAP lending program. Prior to her time at HUD, Siobhan worked in multifamily at Freddie Mac, both on the front end of the business and in asset management. Siobhan holds a B.A. from The Catholic University of America and an M.B.A. from Marymount University. She was also selected as an Excellence in Government (EIG) fellow through the leadership program at the Partnership for Public Service.

Dana Wade, Chief Production Officer of the FHA Finance team, is based out of Walker & Dunlop’s headquarters in Bethesda, Maryland. Ms. Wade is responsible for the oversight of the production team for Walker & Dunlop’s multifamily lending through the U.S. Department of Housing and Urban Development (HUD). Ms. Wade will also be responsible for helping drive the company's affordable housing financing activities.

Ms. Wade previously served as the Commissioner of the Federal Housing Administration, which financed a total of over 11,000 rental properties and 3,000 mortgages for residential care facilities and hospitals during FY 2020. In her role at the FHA, she was responsible for carrying out the agency's mission of providing affordable housing for moderate and low-income households, implementing enhanced risk management for FHA's $1.4 trillion portfolio, and leading over 2,400 employees. Prior to joining the FHA, Wade served as Associate Director at the Office of Management and Budget, where she led budget oversight for six Executive Branch agencies with a focus on financial services, including HUD and multiple independent agencies. Ms. Wade also held senior roles in Congress, including Deputy Staff Director for the Senate Committee on Banking, Housing, and Urban Affairs and Deputy Staff Director for the Senate Committee on Appropriations.

Dana graduated from Georgetown University with a bachelor's degree in economics and earned an MBA from the Wharton School at the University of Pennsylvania.
