We snapped Division of Capital Asset Management commissioner David Perini (right) after he asked the standing-room-only crowd at the Radisson on Thursday to remember the state building agency when the markets pick up. ?We don't want to just be rainy day friends.? Promises, promises perhaps, but the crowd of builders, developers, and planners were eager to hear the update on the $550M in projects the agency has budgeted for this year and those being planned. For instance, DCAM wants to hire a construction manager for a $95M academic building atUMass Amherst. It's also studying a possible $175M project for the Lowell Trial Court, among several others. The breakfast meeting, hosted by the Massachusetts Building Congress, aimed to outline for the industry how to bid on these state projects.

The Massachusetts State College Building Authority executive director Edward Adelman (left) stressed that bidding is open to everyone, but budgets and schedules are inflexible. Of course, school buildings must open on the academic calendar. He also listed several projects in the works and coming up like a $60M residence hall for Bridgewater State University. In March, the authority will choose an architect for a $50M residence hall at Westfield State University. Hint: Edward says strong urban and master planning is key for a winning bid.
