Hal Barry Files Plans For Massive Development South Of Atlanta

Prolific Atlanta developer Hal Barry is preparing his first new project in more than a decade. This time, the development would be more than 40 miles south of his iconic Ivan Allen Plaza project in Downtown Atlanta.

The founder of The Barry Cos. is eyeing a massive mixed-use project in Coweta County that will include apartments, hotel, offices and senior care facilities.

Barry filed a development of regional impact notice with the Georgia Department of Community Affairs for Poplar Place Mixed-Use. Located at 690 Poplar Road, just off Interstate 85 and next to Piedmont Newnan Hospital, the project would include 304 apartment units, 140 hotel rooms, 673K SF of office, 76K SF of commercial and 250 continuing care units, according to the DRI application.

Barry, the developer of such properties as The Terraces in Dunwoody, Pershing Point Plaza in Midtown and Ivan Allen Plaza in Downtown, submitted his plans to the state on March 31. Allen Plaza, which is home to EY and Southern Co., was Barry's last Atlanta project, and The Pinnacle at Symphony Place in Nashville — delivered in 2010 — was his last overall new project.

Barry declined to comment when reached by Bisnow.

While the land is in Coweta County, Barry is looking to the city of Newnan to annex the site. 

According to Atlanta Agent Magazine, Barry requested the city of Newnan to annex the Poplar Road site — in the northeast corner of Poplar Road and 85 — from Coweta County and rezone it to mixed-use. The city council canceled its April 13 meeting.

“This community will be the first of its kind in the City of Newnan and will not only employ local residents, but will also attract those outside of the city limits,” an attorney for Barry wrote in a letter to Newnan’s planning director, which was reported by Atlanta Agent Magazine. “The annexation will allow for development of this current property that is vacant, but is a gateway into the City of Newnan.”

The magazine also reported Barry would develop Poplar Place in phases, with the first phase to include a retail-lined main street, a portion of the offices, apartments and a senior living facility.

The site is owned by the Payton Phillips Family Partnership and members of the Payton family, according to the DRI information, and Barry expects the first phase to be completed by 2023.
