The State of San Francisco Planning, Construction & Development

Michael is a co-founder and Principal of Strada, a member of the Investment Committee, and has direct oversight of Strada’s redevelopment, entitlement and construction projects. Michael is currently overseeing Strada’s development of (i) One Mission Bay, a 350-unit luxury condominium project that is currently under construction near the Giant’s AT&T Ball Park, (ii) a 240-unit luxury apartment building in Oakland’s City Center that will be under construction in Q4 of 2016, with a planned second phase combined hotel/residential project and (iii) a 550-unit apartment project on Market Street in downtown San Francisco. Prior to founding Strada, Michael served as the Director of the City of San Francisco’s Office of Economic and Workforce Development, overseeing economic and real estate development. He was the City of San Francisco’s primary negotiator on many of the largest development projects over the last decade, including Naval Station Treasure Island, the Hunters Point Shipyard and the Transbay Terminal. Previously, Michael was head of the Real Estate and Public Finance Group of the San Francisco City Attorney’s Office. He served as lead transaction counsel on a number of complex public-private development deals in San Francisco, including the new de Young Museum, the development of the Hotel Vitale, and the renovation of Harding Park Golf Course, and has structured over $3 billion in public and private real estate transactions.

Anne Taupier serves as the Director of Development overseeing the management and entitlement of large private and public mixed- use development and affordable housing projects on behalf of the City of San Francisco. The role includes leading negotiations with developers to provide community benefits packages that reflect and enhance the City’s housing, affordability, sustainability, jobs, open space, equity and transportation policy objectives. Anne has worked extensively on San Francisco development projects including: The Hunter’s Point Shipyard, 2013 America’s Cup Host City, 5M, The Plumber’s Union Development, The Conservatory of Music student housing, India Basin, the Flower Mart, Potrero Power Station and Balboa Reservoir. In addition, her experience includes working in the administration under former Mayor Gavin Newsom and as an investigator for the San Francisco Office of the City Attorney. Anne has a strong belief that scarce and unaffordable housing is a local, national and global crisis and that safe and stable housing is an essential component of every community’s public health plan. This focus on providing housing security for everyone is also critical to job stability and a strong and diverse local economy. Anne is a life-long trail runner and former competitive cyclist and tri-athlete. She has worked as a fitness instructor and advocates for programs that encourage girls and young women to participate in sports, athletics, dance and movement that build strong self-confidence and leadership skills. She has a Masters of Art Education and a B.A in French and Fine Arts from The University of Massachusetts. Anne was also the Co-founder and former Vice President of “The Kerouac Corporation”, a 501-C3 established in her hometown of Lowell, Massachusetts.

Rich Hillis is the Planning Director for the City and County of San Francisco. Mr. Hillis is responsible for overseeing long range city planning, development review, and environmental review for most physical development in San Francisco. He served on the San Francisco Planning Commission for eight years before becoming Director of the Planning Department. Prior to joining San Francisco Planning , Mr. Hillis served as the Executive Director for the Fort Mason Center for Arts & Culture where he led its reinvigoration, investing over $60 million into the historic campus and providing a stable and vibrant home to dozens of arts organizations and events. Before joining the Fort Mason Center, Mr. Hillis served as Deputy Director of San Francisco’s Office of Economic and Workforce Development, where he managed all aspects of the redevelopment of Treasure Island and Yerba Buena Island into a new 8,000-unit, mixed-use neighborhood, led efforts on priority Port development projects, and oversaw efforts to develop and implement a comprehensive strategy for development along Octavia Boulevard. Previously, he was the San Francisco Recreation and Park Department’s Director of Partnerships and Property, managing RPD’s assets and concessions. Mr. Hillis has an Master’s degree in Public Policy from the University of Chicago and a Bachelor’s from the State University of New York at Albany .
