As President and CEO, Steven Guy is committed to the long-term success of the Pittsburgh region by creating places that catalyze economic growth, connect one neighborhood to another, and provide spaces for the community to gather. Using his passion for commercial real estate and love of Pittsburgh, Steve motivates the Oxford team to deliver real estate solutions to clients that are innovative, inclusive, cost-effective, and sustainable. Through his over 30 year career with the company, he has been responsible for the implementation of a multi-regional growth strategy, corporate finance negotiations, investor relations, capital acquisitions, financial/tax reporting and processing, and oversight of Oxford’s investment advisory services. He leads the effort to realize organic growth in the Strip District at Oxford’s $460 million mixed-use 3 Crossings development. Steve has led the growth of company services to now include residential property management and healthcare owner’s representation. Under Steve’s guidance, Oxford has consistently ranked as the region’s top Commercial Property Management team and completes some of the region’s largest real estate transactions annually. Steve served on the Board of Directors of the Regional Industrial Development Corporation of Southwestern Pennsylvania (RIDC), the Strategic Investment Fund, P4 Advisory Committee, City of Pittsburgh Planning Committee for Affordable Housing, the Auberle Foundation and Three Rivers Bancorp, Inc. He currently serves on the Board of Directors of the Allegheny Conference on Community Development, the Pittsburgh Cultural Trust and CEO’s for Sustainability. He is a graduate of Edinboro University of Pennsylvania and supports several community projects and initiatives through leadership positions benefitting local and national charities, and the arts.

Mark Anthony Thomas was appointed president of the Pittsburgh Regional Alliance, an affiliate of the Allegheny Conference on Community Development, effective July 2019. He is responsible for creating, developing and executing the 10-county Pittsburgh region’s economic development strategy and advancing partnerships to drive job creation and business investment. Mark has nearly two decades of experience crafting and executing economic growth strategies and cross-sector collaboration for New York City, Los Angeles and Atlanta. In 2016, Mark was selected by New York City Economic Development Corporation (NYCEDC) to serve as its first Senior Vice President of Partnerships, establishing teams to foster and manage industry and international relationships and business attraction. He played a pivotal role in launching the city’s $1.3 billion effort to catalyze 100,000 jobs in emerging industry sectors and further diversify the local economy. He’s led efforts to partner with New York’s international trade community to advance the city’s global startup attraction, an approach recognized as the top North American FDI Strategy by fDi (Foreign Direct Investment) magazine in 2019. Prior to NYCEDC, Mark served as the City of Los Angeles’ inaugural FUSE Executive Fellow, leading efforts to make the city’s neighborhoods more livable. He then served as Director of the Mayor’s Operations Innovation Team, a partnership between the Mayor’s Office and the Los Angeles Coalition for the Economy and Jobs, to spearhead reforms of the city’s procurement, real estate asset management and risk management operations. Before entering the public sector, Mark worked in the media sector, shaping content and investigative journalism on social impact, economic development and effective governance. Mark serves on the Board of Directors for the Power of 32 Site Development Fund (Chairman), Fuse Corps and the Camille A. Brown Dance Company. He is a graduate of MIT (MBA), Columbia University (MPA), and the University of Georgia.

Mr. Walsh is Chief Operating Office and Principal with Rugby Realty Co., Inc. He manages all aspects of the day-to-day operations of the Pittsburgh Portfolio. He joined Rugby in 2003 after a successful career developing CVS/pharmacy drug stores across the country for Armstrong Development, headquartered in Pittsburgh. Born and raised in Pittsburgh he has a Masters in Public Policy and Management with a concentration in Urban and Regional Economic Development from Carnegie Mellon University.

Dusty concentrates her practice on all aspects of real estate development, acquisitions and economic incentives, with an emphasis on real estate litigation, including real estate tax-assessment appeals, land-use and zoning appeals, and eminent domain proceedings. Dusty counsels her clients on an array of sustainability issues that impact development projects and facilities, including advice on sustainable development matters such as the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) rating system, and regulatory compliance matters such as greenhouse gas emission regulations, obtaining other regulatory approvals, negotiating complex contractual arrangements, resolving disputes, and managing risk avoidance.
