Trammell Crow Files Plans For 230-Unit Development In Shaw

A new mixed-use development is in the works on the Seventh Street corridor in Shaw.

Trammell Crow subsidiary High Street Residential filed a Planned Unit Development application this week for a 230-unit project at the corner of Seventh and P streets NW.

The half-acre property is currently occupied by a parking lot and a stand-alone retail building containing a barbershop, which the developer plans to relocate into the project. The project sits three blocks south of the Shaw Metro station and one block from the Giant-anchored City Market at O development.

The application, first reported by UrbanTurf, calls for a 90-foot building with 230 residential units, 7,400 SF of retail and 56 parking spaces. The developer aims to begin construction in September 2022 and deliver the project in July 2024.

Trammell Crow is ground leasing a majority of the site from 631 P Street Ventures LLC, an affiliate of Valor Development. It is under contract to acquire the barbershop portion of the site, according to the application.

The developer is utilizing the PUD process, which has become increasingly rare in recent years as projects have been held up by appeals and as the rewrite of the Comprehensive Plan has been delayed. The process allows increased density in exchange for public benefits.

Trammell Crow went through the PUD process for its Armature Works project in NoMa, and opponents filed an appeal in September 2017 that was dismissed six months later. The developer then avoided the PUD process and began construction last year under existing zoning for its project in Brookland.

The public benefits Trammell Crow proposed for the Shaw project include devoting 12% of the residential square footage to affordable housing, improving the streetscape and alley, installing public art, offering reduced rent for the locally owned barbershop and using "exceptional" architectural design. The project is designed by Eric Colbert & Associates.

"The Project will feature high-quality design and materials and transform a surface parking lot to a lively and dynamic residential development with ground floor retail," said the application, signed by Goulston & Storrs attorneys Allison Prince and Jennifer Logan.
