Ice Rink, Lidl Among 8 Developer Proposals For 3.5-Acre Northwest One Site

The District has been looking for developers to build on the Northwest One site, a 3.5-acre lot at the corner of North Capitol and K Street NW in the booming NoMa neighborhood.

As part of the New Communities Initiative, the project will replace the former Temple Courts Apartments — the site is currently a vast surface parking lot — and must maintain the same level of affordable housing. The Office of the Deputy Mayor for Planning and Economic Development solicited public input through the OurRFP process and now eight development teams have pitched wide-ranging proposals for the site.

1. A team led by WC Smith and The Warrenton Group, which built the nearby 2M Street apartment building, is proposing a three-building, 945-unit development with 21K SF of ground-floor retail.

2. Monument Realty and Community Housing Partners' plan would have two fully affordable rental buildings with 442 units and one for-sale condo building with 167 units, 20 of them affordable.

3. Pennrose Properties and Republic Properties pitched a plan for a building with 1,098 units, 55% of them affordable. It would also have 34K SF of retail anchored by a Lidl grocery store.

4. The Community Builders proposed a three-building development with 600 units, 76% of them affordable, and 25K SF of retail.

5. Carr Cos. and Atlantic Pacific Communities pitched a plan for 617 units, 40% of them affordable, plus 37K SF of retail and an Apple Tree Charter School.

6. MRP Realty and CSG Urban Partners proposed an 806-unit development with 30% of them designated as affordable and 57K SF of ground-floor retail.

7. Bozzuto and Brinshore have proposed a 605-unit project with 211 of them affordable and 23K SF of retail.

8. Donatelli Development and Paramount Development teamed up with nearby Gonzaga College High School to propose a three-building 444-unit development. The project would also include a recreation center with an elevated outdoor field on top of an indoor ice rink and an eight-lane lap pool below one of the residential buildings.
