The owner of two 1940s-era Southeast D.C. buildings is looking to tear them down and build a new affordable housing development.

Kaye Stern Properties has filed an application with the Zoning Commission to build a 106-unit affordable project at 3840 and 3848 South Capitol St. SE.

The property, sitting about one-and-half miles from the Congress Heights Metro station, currently consists of two residential buildings totaling 30 units. The developer plans to demolish those buildings and construct a four-story development.

Designed by Torti Gallas, the project would include 20 studios, 34 one-bedrooms, 30 two-bedrooms and 32 three-bedrooms. It would also have 1,414 SF of amenity space, 17 vehicular parking spaces and 36 long-term bicycle parking spaces. Twenty percent of the units would be set aside for those making up to 30% of the area median income, with the remainder devoted to 50% AMI or less.

Kaye Stern owns 15 properties in Wards 7 and 8 totaling about 300 units. The developer is also working with Wiles Mensch Corp., WMC Landscape Architecture Studio, Gorove/Slade Associates, Housing Opportunities Unlimited and Goulston & Storrs on the project. The development team hopes to break ground by Q4 2019 and deliver the project in 2021.
