Oakland Considering Options For Developing Two City-Owned Parcels

Oakland's City Council is considering multiple proposals for developing two city-owned parcels, which will likely include a mix of affordable and market-rate housing.

The first site is the 12th Street Remainder parcel on Lake Merritt. The city had planned to sell the parcel to UrbanCore for a tower of market-rate apartment units, but affordable housing advocates argued the city needed to focus on affordable housing at the site under the state's Surplus Public Lands Act.

Since then, UrbanCore has joined with the East Bay Asian Local Development Corp to put forth a new plan with 360 market-rate and 90 affordable units. Three other development teams also have proposed plans for the site.

BRIDGE Housing and partner AGI Avant want a mixed-use, mixed-income development with 250 to 350 affordable units. The Oakland Unified School District wants to develop the property into affordable housing for teachers and district employees. PLACE Development Corp has submitted a fourth proposal, though details were not available.

The city is expected to give preliminary approval to one of the plans early next year.

The other parcel of land lies at 1911 Telegraph Ave in the Uptown neighborhood, according to The Registry. City officials want a hotel and affordable housing included in plans for that property.

Six teams have put forth proposals, though city staff prefers a proposal by Lowe Enterprises, which has suggested two options.

One would have 259 market-rate housing units and 28 affordable units. The other would partner with Eden Housing with Eden developing 38 affordable units and Lowe building 251 market-rate units. The proposal also includes a 115-room hotel, 16k SF of retail space and off-street parking. [TR]
