Halo Vista Developers In Phoenix Reveal Plans To Attract TSMC Suppliers

The developers of a 2,300-acre mixed-use project in North Phoenix have announced plans for the first phase of industrial buildings as they seek to draw in suppliers for Taiwan Semiconductor Manufacturing Co.’s chip fabrication campus.

The Halo Vista mixed-use district will include seven state-of-the-art industrial buildings totaling more than 780K SF, Mack Real Estate Group and McCourt Partners said in a press release this week. Each will have flexible layouts to accommodate a range of industrial uses and will be located at the corner of West Dove Valley Road and North 43rd Avenue, adjacent to TSMC’s campus.

The plans follow TSMC’s decision to increase its U.S. semiconductor investment to $265B.

“Our target occupiers will be TSMC suppliers and service providers, as well as other advanced manufacturing companies seeking to benefit from the high-tech manufacturing talent and ecosystem created by proximity to Taiwan Semiconductor, one of the world’s most important companies,” Richard Mack, CEO of Mack Real Estate Group, said in the release.

Halo Vista, nicknamed a “city within a city,” held a ceremonial groundbreaking in March and began work on its initial phase of hospitality and retail buildings, which were first announced in late 2025. Construction on the Costco part of that phase is slated for the fourth quarter, Valley Vibe reported.

The overall multiphase plan aims for 2.5M SF of industrial development.

The entire Halo Vista development is expected to take 15 to 20 years to complete, AZ Big Media reported in April. Mack Real Estate Group worked closely with the city of Phoenix for years to make the project a possibility. The developers first announced the plans in late 2024.

The incoming industrial build-out comes as the TSMC campus progresses with its ambitious growth plan. The campus is expected to include six fabrication plants, two advanced packaging facilities and a research and development center. Construction of one of the first fabs is complete with chip production in progress, and TSMC aims to open its second Phoenix fab in 2027. 

Developers say the expansion will turn Northern Phoenix into a global semiconductor powerhouse. Ever since the chipmaker announced the project in 2020, industrial developers have been racing to grab industrial sites and land plots to secure spots near the campus. 

“We want to kick off industrial vertical development at Halo Vista to make sure that we stay ahead of TSMC supplier demand,” Chris Janson, president of Mack Halo Vista, said in the release. “Our industrial land sites are situated to attract the new age of domestic manufacturers emerging in the United States. By activating some of them now, we demonstrate to the market that this land is ready for development to meet the need.”

Halo Vista is planned to include about 30M SF of mixed-use development, including a manufacturing hub, research and education districts, offices and nearly 9,000 residential units, according to the release.
