The developers of a community coming to Waller are hoping to meet the housing demand of the Houston area’s growing population and make ownership more attainable with units on sale for five figures.

Unlike many of the master-planned residential communities being built on Houston’s suburban fringes, Indigo Skies will be made up of 439 manufactured homes. The developer is Inspire Communities, the owner and operator of manufactured home communities across the country.
The project is under construction, with a grand opening expected late this year or early 2027, Inspire Communities said in a statement to Bisnow.
Manufactured homes are prefabricated, usually built in a factory, before being transported to a residential site. The homes in Indigo Skies, at 22000 Field Store Road, are “thoughtfully designed” and paired with “resort-style amenities,” including a clubhouse, fitness center, pool, pickleball and basketball court, playground and pavilion, according to a press release.
Inspire does not manufacture homes directly. The homes on-site at Indigo Skies are from Champion Homes, which manufactured them in Burleson and Navasota, Texas, per the statement.
The community will have eight floor plans of homes, ranging from 1,100 SF to 1,600 SF, with up to four bedrooms and two bathrooms. Prices will start in the high $80Ks, well below the median Houston-area home price of $320K. New construction typically carries an almost 20% premium on top of that.
“Indigo Skies reflects what we believe modern homeownership should look like: attainable, comfortable, and connected to a true sense of community,” an unnamed representative of Inspire Communities said in a statement. “As Waller County continues to grow, we’re excited to provide individuals and families with another path to owning a quality home while enjoying amenities and conveniences that enhance everyday life.”
Waller County, about 40 miles northwest of Houston, added about 3,800 residents last year, increasing the population by nearly 6% and making it the second-fastest-growing county in the U.S.
The county hired outside consultants to help review development plans since so many new neighborhood proposals are being submitted, KHOU reported.

Inspire Communities has more than 100 properties across the country, including some 55-and-older communities and RV resorts. It lists 21 properties in Texas.
Indigo Skies will be an all-ages community, and home sales are now open.
