Not For 'The Faint Of Heart': How One Third-Party Property Manager Balances Growth And Client Service

When the going gets tough, the tough get strategic.

That’s the approach of third-party management firm J Street Property Services at a time when factors like inflation and rising tenant expectations are making commercial property management more challenging for operators. 

The Texas-based company is taking a “very intentional and strategic” approach to growth in its two main metropolitan areas of operation, CEO Tommy Wells said. Those are Dallas-Fort Worth, where it manages residential and other commercial properties, and Washington, D.C., where it focuses mostly on nonresidential buildings.

J Street manages more than 3,000 multifamily units and 2M-plus SF of commercial space with a focus on the “missing middle”: clients who want a third-party manager that combines the in-house resources of a large firm with the personal attention of a boutique firm. Wells said its acquisition of Hudson Peters’ Property Management Division, an operation that “aligns with our culture and values,” reinforces its ability to serve the missing middle in North Texas. 

“It means we can devote more resources to clients’ needs but with the same level of accountability and attention,” he said. “Ultimately, it allows us to serve owners with more depth and consistency, even as we continue to pursue growth thoughtfully and strategically.”

Bisnow spoke with Wells, Director of Commercial Property Management Jillian Donatelli and Senior Vice President of Property Operations Sarah Turner to learn why J Street plans to continue to approach growth in a deliberate manner.

Bisnow: What are your goals in your two most active markets?

Donatelli: In Dallas-Fort Worth, our focus is on steady, disciplined growth with a high standard of execution. We’re intentional about where and how we grow; we like to say we’d rather operate well than just operate more.

D.C. is facing more pressure right now, which makes thoughtful, creative, hands-on management even more important. But in both markets, our approach is the same: Stay close to the asset and ownership to make the best-informed decisions.

Bisnow: What challenges do you see in your markets and how will you manage them? 

Wells: Today’s CRE market demands more discipline on both the revenue and expense sides. There’s less room for error, which puts a premium on consistent execution.

That is why we’re focused on fundamentals: leasing, resident and tenant experience, and cost control. We know that the best opportunity for success is for operators who stay engaged and adapt quickly, which is an important part of J Street’s DNA.

Bisnow: How does third-party management meet building owners’ needs at this particular moment? 

Turner: It brings an objective, experienced perspective that keeps the asset performing. Owners benefit from a team solely focused on operations, backed by real experience across market cycles.

Right now, clarity and speed matter. Third-party management allows ownership to stay focused on strategy while execution is handled effectively on the ground.

This is what we do. We love it and we take it seriously. Property management isn’t for the faint of heart or the half-committed.

Bisnow: How does J Street’s approach to property management differ from other firms? What’s the significance of the “missing middle” for you? 

Wells: We try to strike a balance between having the infrastructure and experience of a larger firm with the attention of a smaller one.

The missing middle is where owners still expect a high level of engagement, and we’re built for that. Our team brings real operating experience, not just oversight. We focus on being present, responsive and accountable at the property level, which are all things that owners in that segment prize highly.

Bisnow: How will you continue to grow strategically while prioritizing clients’ needs? 

Wells: We plan to stay thoughtful about growth — we want to make sure our service keeps pace with our scale.

Investing in our people is central to that, which is why training and development are a priority. The property management company with the best people will win, and we are committed to developing ours.

Bisnow: Sounds like you highly value company culture. Can you describe J Street’s?

Wells: We emphasize service, accountability and transparent communication, which we believe is missing in much of the marketplace. If we maintain that foundation, growth becomes a byproduct rather than the goal.
