Target-Anchored Retail Center On Track To Open In Beaumont, California

Regency Centers is moving forward with construction of Oak Valley Village, a 230K SF open-air retail destination in Beaumont, California, on the Interstate 10 corridor.

Oak Valley Village will deliver on a longstanding local desire for a Target to be located in the community. The development is expected to not only serve the shopping needs of Beaumont residents but to generate significant tax revenue for the municipality. 

Slated for completion in 2027, the project is anchored by national retailer Target and Sprouts Farmers Market and will serve as a critical shopping hub for the fast-growing Inland Empire community.

“[Oak Valley Village] reflects Beaumont’s ability to attract high-quality retail that enhances daily life and strengthens our local economy,” then-Mayor Mike Lara said at the project’s groundbreaking. “This project represents the culmination of hard work by our city council, city staff and development partners at Regency Centers.”

The two anchor tenants will be joined by Shake Shack and KinderCare, and the project will feature a curated mix of shops, restaurants and service providers to meet daily needs and support community growth.

Chris Sanchez, vice president and market officer for Regency Centers, said Oak Valley Village brings a grocery-anchored and necessity-based shopping destination to Beaumont, a tenant mix that's part of a curated merchandising strategy.

“A combination of national retailers, local favorites and high-quality dining ensures that Oak Valley Village will be a local economic engine and valued gathering place for Beaumont residents for years to come,” Sanchez said.

Construction began in November 2025 and is progressing on schedule.

About The Property

Located at 894 Oak Valley Parkway, Suite B, on the southeast corner of Oak Valley Parkway and Interstate 10, the project is positioned for convenient accessibility, Sanchez said.

Anchor tenants Target and Sprouts, occupying 148K SF and 23K SF, respectively, are anticipated to open in the second half of 2027.

The project also includes a junior anchor space and additional shop space for retail and dining tenants, for a total of 19 spaces still available for lease.

The average household income within 3 miles of Oak Valley Village is $123K, and average home values are approximately $594K.

The retail center will benefit from Beaumont’s strong demographics: The population within a 3-mile radius is 58,000, with thousands of new residents arriving each year.

The city of Beaumont has allocated more than 4,000 sites for new homes, with hundreds already in construction off Oak Valley Parkway, Sanchez said.

The project will also serve residents of neighboring municipalities, he said.

"The area has demonstrated expanding foot traffic that is expected to fuel sales,  brand recognition and customer loyalty for local shops," Sanchez said.
