Houston First Corp. is seeking proposals for the first part of its master plan to reshape the Theater District. HFC issued a request for qualifications for the redesign of Jones Plaza, seeking experienced urban design firms and landscape architects "capable of creating an inspired, iconic, accessible and welcoming design."

HFC's budget could be as high as $18M for the 1.5-acre public plaza.

Recommended physical features include:

  • Shade — trees or structures
  • Dining facility
  • Moveable seating and tables
  • Water element
  • Green oasis with seasonal plantings
  • Art installation(s)
  • Informal/flexible/intimate performance space
  • Lighting and projection elements
  • Easy access to garage and tunnel system
  • Easy access to facilities across the streets

The food and beverage facility should include:

  • Fast-casual counter service with a seated upper casual component of 4K SF
  • Shared kitchen facility and restrooms
  • Indoor and shaded outdoor seating
  • Ability to be rented as private event spaces
  • Transparent building skin
  • Good visibility and easy access to the building from sidewalks, tunnel and garage stairs
  • Operable for breakfast and lunch, early (after work) and pre-theater dinner, and post-theater dessert/drinks

The 2025 master plan imagines several new developments within Downtown's Theater District, including a new open-air venue and four new mixed-use projects. The redevelopment of Jones Plaza will be the first major step toward implementing the plan.
