Stacy BenEzra Bell is CWC’s Chief Financial Officer and a key member of the firm’s executive leadership team. She guides the company’s financial strategy and planning to support continued growth, operational excellence, and strong external partnerships across banking, legal, insurance, and more.

Stacy launched her career in the DMV as a CPA and auditor before expanding into financial planning and analysis across various industries. After spending ten years in New York, she returned to the region in 2008 and has called it home ever since. Most recently, she served as Assistant Vice President of Real Estate at Inova Health System, where she managed a real estate portfolio of more than 3 million square feet and led $150–200 million in design and construction projects each year. Before that, she played a key role in budgeting and capital planning on Inova’s Corporate Finance team.

She holds a Bachelor of Science in Commerce with a concentration in Accounting and significant coursework in Marketing from the University of Virginia, as well as an MBA with a concentration in Healthcare Administration.

Stacy is part of the Jewish Federation of Greater Washington’s Community Leaders Program, an active member of NAIOP VA, and an adjunct professor at George Mason University College of Public Health. She enjoys learning languages and playing music. She has three grown children and lives in Arlington, VA, with her husband, Brian, and their labradoodle.

With commercial real estate experience starting in 2005, Colliers Vice Chairman Adam Schindler specializes in business development and portfolio management, including financial planning, modeling and analysis for corporations, law firms and nonprofit organizations. Schindler’s practice focuses on aligning the needs of occupiers of space with strategic real estate solutions. Adam brings a unique perspective to a vast array of clients with his expertise in the market. His insight keeps him connected and he is able to expand his real estate knowledge not only in the DMV area, but nationally/internationally, as businesses he has worked with grow and look to him for assistance in their real estate needs. Prior to joining Colliers, Adam was a partner at Serten Advisors (acquired by Colliers in 2017).

Sandy is the first to serve as HDR’s Regional Health Director for both the West and East Regions and started the Richmond architecture office. She is an expert in the planning and design of innovative health environments with a passion for innovation strategies and collaborative solutions. She has nearly 30 years of experience working in 20 states with academic medical centers, community and regional hospitals, ambulatory facilities, and women and children’s hospitals, and is a frequent presenter at healthcare design conferences. Sandy is a graduate of Harvard University and is board certified by the American College of Healthcare Architects in the specialty of healthcare design.

Matt Sullivan joined Cushman & Wakefield in 2009 and has more than 15 years of commercial real estate experience. He leads the firm’s Mid-Atlantic Healthcare Advisory Practice, providing strategic advisory and brokerage services to physician practice groups, hospital systems, investors in healthcare real estate, insurance providers, pharmaceutical and biotech companies both regionally and nationally. He and his team advise clients with expertise surrounding patient experience, service line projections, payer mix analysis, clinical space utilization and regulatory compliance.

Irene joined Children’s National in March, 2017 specifically to lead the redevelopment of nearly 12 acres and 400K square feet of existing, historic buildings Children’s National acquired from the Federal Government on the site of the former Walter Reed Army Medical Center. In this position she is responsible for space programming, building and site design development, environmental remediation, all aspects of regulatory approval (including Certificate of Need), historic and new market tax credits, site zoning and construction execution. Previously, Irene worked for Kaiser Permanente’s Mid-Atlantic Region where she directed Service Delivery Planning; developing market strategic plans with over $400M in new facility acquisition and development, gaining approval for $175M for individual facility projects and managing space utilization for Kaiser’s 32 outpatient medical centers. Irene is a certified Project Management Professional and graduated with a Bachelor of Arts in Economics from Boston College and a Masters in Health Policy and Administration from the University of North Carolina at Chapel Hill.

Lakshmi Nalluri is a Senior Vice President with JLL with 20+ years of experience in development

of healthcare and life science projects. Lakshmi leads our PDS Healthcare practice in the

DC/MD/NoVa markets, leading a team, and ensuring our clients receive best-in-class advisory

and service delivery. Lakshmi’s experience includes strategy formulation, feasibility, due

diligence, team assembly, design and construction oversight, and the coordination of specialty

equipment in the healthcare/life sciences environment. Lakshmi has been and is currently

involved with numerous clients in the region.

• MedStar Health: Client Relationship Manager, leading a multi-year capital improvement project management account

for the health system comprising of 10- hospital campuses and multiple off-campus leased primary / ambulatory care

clinics and administrative locations.

• Children’s National Health system: Project Lead on a 60,000sf ground-up development of Prince George’s County

Regional Outpatient Center, including specialty pediatric clinics, ASC, imaging, infusion suite, lab and pharmacy.

Executive oversight over CNMC capital improvements program on campus and off-campus.

• Vigene Biosciences, Rockville, MD: Project lead on 51,000sf cGMP manufacturing facility and corporate office/lab

support space.

• Colorado Center for Reproductive Medicine, Vienna, VA: Lead PM on a $22,000sf boutique fertility clinic build-out in

Vienna, VA.

• Parenteral Drug Association, Bethesda, MD: Lead PM on a 30,000sf Corporate Office and Training/Research institute

relocation, including cGMP educational facility.

• Fort Belvoir Community Hospital, Fort Belvoir, VA: Project Manager on $1B, 1,200,000s. community hospital project for

DOD. This award-winning LEED Gold project integrated EBD & AT/FP. The project includes 2600 space parking garages,

120 in-patient beds, 10 ORs, Radiation Oncology, behavioral health inpatient unit, trauma, and Level II nursery.

• National Institutes of Health, Bethesda, MD: Project Director for $300M contract with NIH, for multiphase renovation

and infrastructure upgrades projects within 4,000,000sf research building.

• MITRE Corporation, McLean, VA: Senior PM on $210M greenfield 300,000sf development for MITRE Corporation, with

high-end state-of-the-art finishes; A/V communication and collaboration capabilities; and Robotic Simulation and

experimentation capabilities for Centre for National Security and other Federal agencies.

Education and affiliations

Lakshmi is a Graduate Architect with a Master’s Degree in Building Engineering and Management. In addition, Lakshmi is a

Certified Construction Manager (CCM); a LEED Accredited Professional, holds a HCC (Healthcare Construction Certificate)

from ASHE, OSHA 30 certification and CQM (Construction Quality Management) from US Army Corps of Engineers. She has

been one of the founding board members of Women in Healthcare. She also holds affiliations with ASHE, CHD and ACHE.

David E. Wright, PE has over thirty-five years of experience in the engineering design and construction of electrical systems for healthcare, commercial, hotel, academic, and government projects. In his role, he manages multi-disciplinary teams on projects, provides technical leadership and drives business development. Past projects that David has designed and project managed have encompassed hospitals, medical office buildings, laboratories, hotels, retail stores and government facilities, with budgets ranging from $250,000 to over $400 million. David started out in the electrical industry working nights, weekends and summers for his family’s electrical contracting business in high school and received a Bachelor’s of Science degree in Electrical Engineering from Worcester Polytechnic Institute. He is a licensed engineer in 11 states and is on the board of the Virginia Society of Healthcare Engineers and Association of Medical Facilities Professionals of Virginia.

Carmel Anerino, LEED AP, serves as a project executive with Wohlsen Construction and is

based in the firm’s Wilmington, DE office. During her 25-year tenure in the industry, she has

served as a preconstruction and business development manager, project manager, and senior

project manager.

She is an experienced construction professional with a consistent track record of successfully

leading diverse project teams in the on-time, on-budget execution of capital projects.

Carmel has provided oversight, management, and leadership on healthcare projects for the

University of Maryland Medical System, Nemours duPont Pediatrics, Nemours / Alfred I. duPont

Hospital for Children, and Nemours Mansion and Gardens.

Mr. Fischer is a Principal and Managing Director with Trammell Crow Company and an integral part of the company’s comprehensive healthcare, life sciences and senior living development and investment initiatives. He serves as a national healthcare product specialist for the firm, keeping healthcare development teams across the country stay abreast of national trends and best practices. Additionally, he directly oversees TCC’s MidAtlantic health and life science developments, which currently include the notable 1.0 million square foot McMillan Redevelopment, the Adventist White Oak Medical and Oncology Pavilion, the National Harbor I and II medical office buildings, the John Carlyle Center for Wellness and Healthcare, the Falls Church Center for Wellness, the Balfour at Palisades, and MedStar Georgetown University Hospital’s 970,000 square-foot Medical and Surgical Pavilion.

Mr. Fischer has held various leadership positions in investment management within the healthcare industry since 1986. Prior to joining Trammell Crow Company in 2005, Mr. Fischer led his consulting practice, Fischer Advisory Partners, through the development of a national healthcare energy platform for US Power and also worked on services syndication for the private funding initiatives of hospitals in the United Kingdom and Germany.

Currently, Mr. Fischer serves as Chairman Emeritus for the Urban Land Institute’s Healthcare & Life Sciences Council, as well as numerous Board and civic groups.

Ben Stutz serves as the Director of Hospital and Health System Development for the District of

Columbia. He is also the Chief Operating Officer of the Department of Health Care

Finance (DHCF), the District’s Medicaid Agency.

In these roles, he leads the implementation of the first new hospital to be built in the

District of Columbia in over 25 years.  Opened on April 15, 2025, the 190-bed, $434

million, Cedar Hill Regional Medical Center, GW Health was completed on schedule and

within budget. The new hospital and health system was established through a public

private partnership between the District of Columbia and Universal Health Services, Inc.

Cedar Hill, named after Frederick Douglass’s historic residence in the Washington, D.C.

will be integrated with two new urgent and ambulatory care facilities, existing providers,

the George Washington University Hospital, the George Washing University School of

Medicine and Health Sciences and Children’s National, to establish a robust system of

care for all District residents and in particular, communities east of the Anacostia River,

whose life expectancy is 15 years below the City average.

As the Chief Operating Officer for DC Medicaid, Ben oversees the Human Resource,

Information Technology and Security, Procurement, and Building Management

Departments. These 70 staff support the District’s $5 billion Medicaid program,

delivering care to nearly 250,000 Washingtonians.

Previously, Ben was appointed to be Chief of Staff to the District of Columbia’s City

Administrator in the Executive Office of Mayor Muriel Bowser. As the Senior Advisor

to the City Administrator, he worked to oversee the day-to-day operations of city

government, including emergency, disaster, civil and COVID-19 responses, the District's

annual operating and capital budgets, performance management, and labor relations.

Ben has served in City, County, and State government in the Washington D.C.

Metropolitan Region since 2002.  He holds an MBA and BA in Government and Politics

from the University of Maryland and an MA in Peace of Justice Studies from the

University of San Diego. He lives with his son Noah in Washington, D.C.

Rob Rumer is an Investment Manager with Anchor Health Properties and is based in the firm’s Washington, DC office.

As a key member of the investments team, Rob is intimately involved in deals through the investment lifecycle with responsibilities focused on sourcing, underwriting, financing, valuing, and closing healthcare real estate acquisitions.

With a robust understanding of the healthcare real estate sector, Rob has worked on more than $500 million and one million square feet of medical office and healthcare real estate transactions nationwide. Additionally, he has extensive experience developing complex cash flow models for divestment, development, financing, capital improvements, leasing opportunities and syndication of institutional funds to optimize a health system’s financial exposure.

Rob graduated from Franklin and Marshall College and worked at SEI Investments before earning his MBA in Finance and Marketing from the University of Notre Dame where he found an interest in real estate. He began working on the development team at Holladay Properties in business school and transitioned to the investments team at Anchor thereafter.

Based in HOK’s Washington D.C. studio, Mitch oversees healthcare projects throughout the eastern and southeastern U.S. His collaborative design approach considers functional, aesthetic, contextual, cultural and environmental influences to produce performance-driven solutions focused on providing exceptional patient care.

Mitch has designed and managed health facility projects of all scales for public, private and academic organizations. In recent years he has led multidisciplinary teams in the design of major 1,000+ bed medical facilities.
