He holds a Bachelor of Science in Economics from Santa Clara University and is a Certified Commercial Investment Member (CCIM). James loves that each day on the job presents new challenges and new opportunities. He enjoys working with a team of bright, capable and driven people.

Eugene Gershman is a seasoned business executive with nearly 20 years of experience in real estate and construction. His expertise ranges from finance to technology and he prides himself with ongoing search for innovation and growth.

Gershman started his career by working for his father’s construction firm through high school. He earned a bachelor’s degree in economics and an MBA from University of Washington, Foster School of Business.

After a short stint in financial services, Eugene formally joined the family business in 2004. Under his leadership GIS successfully managed several real estate development projects ranging from construction of luxury single‐family custom homes to large commercial projects.

Some notable projects include Park 12, a luxury townhome development in Bellevue, WA; GIS Plaza in downtown Bellevue - a boutique mix use development; Madison Plaza in Kent, WA – the first building in the City to achieve a 4-star BuiltGreen certification and recognized as the tallest building in Kent at completion; as well as several others.

Gershman is a respected industry leader and has been recognized for his contributions to the industry. He spoke at industry conferences and has been quoted in print publications such as Puget Sound Business Journal, Daily Journal of Commerce and The Registry.

Kevin Wallace oversees all development and acquisition activity for the company. He is also responsible for all legal matters for the company’s three divisions: Brokerage, Property and Asset Management and Investment/Development. Wallace Properties builds sustainable, transit-oriented mixed-use development projects in urban centers throughout the Puget Sound region. Kevin and his team have developed several award-winning projects including Citizen, a LEED Silver, 107-unit project in the Pike/Pine Triangle of the Capitol Hill neighborhood; 507 Northgate and 525 Northgate which together contain 428 apartment units and 80,000 square feet of retail space; The Eddy, 130 units with 14,500 SF of retail leased to Bartell Drug in the Green Lake neighborhood; and most recently Prism, 134 units with 4 live/work lofts in Northgate. Kevin began his career as a Real Estate Attorney at K&L Gates in 1997, moving to Foster Pepper in 2001.

Parker Nicholson is Senior Managing Director of Legacy’s Pacific Northwest office. In this role, Parker is responsible for sourcing ground up multifamily development opportunities within the greater Pacific Northwest, with a focus on site selection, underwriting, feasibility, entitlements, equity and debt sourcing, strategic operational planning, and asset management. Prior to joining Legacy, Parker began his career in commercial real estate working in multifamily construction lending for the Seattle office of Wells Fargo’s Commercial Real Estate Group.

Parker received his bachelor’s degree from Santa Clara University where he doubled majored in finance and economics. Parker received his real estate development certificate from the University of Washington’s Runstad Real Estate program and is an active member of the Urban Land Institute.

Steve Yoon serves as Senior Managing Director of Development in the Seattle Market. In this role, Mr. Yoon is responsible for all aspects of the development process, including site acquisition, design, entitlements, financing, and eventual disposition.

Prior to joining Mill Creek in 2016, Mr. Yoon served as Director of Development at Wood Partners. Since beginning his career in 2006, he has successfully developed or managed approximately 4,000 apartment homes in Seattle and Portland.

Mr. Yoon received his Bachelor of Science in Civil Engineering at University of California, Berkeley and his Master of Business Administration from the University of Southern California.

Torri Magee, has rooted her 17-year career in the blossoming landscape of multifamily development across the Pacific Northwest. As the Vice President of Property Management and Client Services at Thrive Communities, Torri stands at the forefront of market leadership in the Puget Sound region. With Thrive's reputation as being a best-in-class third-party management firm locally, her expertise particularly shines in guiding predevelopment and new development ventures throughout Washington and Oregon. Her strategic vision is not only evident in the robust growth of Thrive's real estate portfolio but also in her passionate involvement with Build4Community, where she serves on the board. US Department of Housing and Urban Development, Northwest Region

Michael Look is the Deputy Regional Administrator for the Northwest Region of the U.S. Department of Housing and Urban Development. The Northwest Regional Office serves Alaska, Idaho, Oregon and Washington State. As the Deputy Regional Administrator, he oversees the implementation of departmental priorities and the management of customer service in the region. Michael has been the Deputy Regional Administrator since September of 2016.

Prior to coming to HUD, Michael worked for the City of Seattle for 16 years. There he served as manager of the City’s Community Development Block Grant program. In that position he was responsible for the development of the City’s Consolidated Plan for Housing and Community Development and for the management of the City’s $15 million allocation of HUD CPD formula grants. In that role he was involved in the City’s response to homelessness, affordable housing and economic development.

Michael began his professional career evaluating and managing substance abuse and youth services contracts for King County, Washington. He then joined the City of Bellevue, Washington managing their human services and Community Development Block Grant programs before joining Seattle in 2000.

Michael was an active member of the National Community Development Association and served as its President from February 2015 – June 2016. Michael was also a member and past president of the Northwest Association of Community Development Managers. He received his B.A. in political science and history from the University of Washington in 1983 and received a Master of Public Policy degree from the University of California, Berkeley in 1985.
