Angela Biggs serves as Managing Director, Investment for Grosvenor and has over 19 years of

industry experience. She is responsible for acquisitions of multifamily, retail and office properties in

Northern and Southern California. She chairs Grosvenor's Eaton Program, a global initiative

designed to enable improvement through the delivery of strategic initiatives across worldwide

operating companies. Angela co-chairs ULI NEXT, is active in her firm’s DEI Racial and Gender

Equity committees and was recognized by GlobeSt. as a 2022 Woman of Influence. Prior to

Grosvenor, Angela oversaw portfolio management for the Sares Regis Group Value-Add

Multifamily Funds, developed enterprise data centers for Vantage Data Centers and invested in

retail and lodging portfolios at Farallon Capital Management. She holds a B.A. from University of

California Los Angeles and an M.B.A. from Wharton School of University of Pennsylvania.

Mike Kim

Mike Kim serves as Senior Managing Director of Mill Creek’s Northern California office, where he leads the development activities in the San Francisco, Oakland, Sacramento, and Silicon Valley metro regions. During his 24-year real estate career, he has been involved in the development and construction of multifamily mixed-use communities, and commercial developments with aggregate values in excess of $2.2 billion in the NCAL and PNW markets.

Prior to joining Mill Creek, Mr. Kim served as Managing Partner and Chief Investment Officer at SIMEON Properties where he led the firm’s multifamily and commercial development activities. He began his real estate career in the San Francisco Bay Area, where he was involved in complex urban developments across various typologies including high-rise, horizontal and vertical mixed-use, master plans, and commercial developments. Prior to his career in real estate development, Mr. Kim served the nation for seven years as a Naval Officer leading maritime missions and expeditions in all major theaters of operation.

Mr. Kim holds a Master’s Degree from the University of Southern California and a Bachelor of Science Degree from the U.S. Naval Academy at Annapolis. He has served on various boards such as the Graduate Theological Union in Berkeley CA, NAIOP San Francisco, and several municipal Advisory Councils.

Current projects include the City of San Francisco’s new office tower at 1500 Mission Street and the Virgin Hotel adjacent to the Moscone Center. Jeff’s technical expertise at integrating innovative structural systems, combined with his broad understanding of the construction industry, allows architecturally decisive projects to be achieved while still maintaining the project budget.

Paul J. Niewiadomski is a Partner in Lubin Olson’s Real Estate and Finance Groups. He has

represented clients in hundreds of multifamily acquisitions, dispositions and financings, as well

as the formation of numerous joint ventures to acquire and develop multifamily/residential

assets. He has experience with market, rent controlled, senior and affordable housing. He

previously worked as counsel to the Asset and Economic Development group at the County of

Santa Clara, where he participated in the structuring and negotiation of a number of public-

Daryl J. Carter is the Founder, Chairman and CEO of Avanath Capital Management, LLC, a California-based investment firm that acquires, renovates, and operates apartment properties, with an emphasis on affordable and workforce communities. Mr. Carter directs the overall strategy and operations of the Company. Since its formation in 2008, Avanath has acquired $2.5 billion of properties in 13 states in the U.S., comprising 12,000 apartment units. Avanath is vertically integrated and is an SEC registered investment advisor and an institutional fund manager, with capabilities that include acquisition sourcing and underwriting, construction, asset management, and on-site property management.

Mr. Carter has 40 years of experience in the commercial real estate industry. Previously, he was an Executive Managing Director of Centerline Capital Group. Mr. Carter became part of the Centerline team when his company, Capri Capital Finance, was acquired by Centerline in 2005. Mr. Carter co-founded and served as Co-Chairman of the Capri Capital family of companies. He was instrumental in building Capri to a diversified real estate investment firm with $8 billion in real estate equity and debt investments under management. Prior to Capri, Mr. Carter was Regional Vice President at Westinghouse Credit Corporation and a Second Vice President at Continental Bank.

Mr. Carter holds a Master’s in Architecture and a Master’s in Business Administration, both from the Massachusetts Institute of Technology. He received a Bachelor of Science degree in Architecture from the University of Michigan. Mr. Carter serves on the Visiting Committee of the MIT Sloan School of Management. In 2015, Mr. Carter received the MIT Sloan School Distinguished Alumni Award and served as the 2015 commencement speaker for the Sloan School MBA graduation.

Mr. Carter is a Past Chairman of the National Multifamily Housing Council. Previously, Mr. Carter served as an independent director on the boards of the following companies: Catellus Development Corporation (CDX), Silver Bay Realty Trust (SBY), and Whitestone REIT (WSR).

Smitha Seshadri is Executive Vice President of Development at BRIDGE Housing Corporation and leads the organization’s real estate development activities in Northern California. Smitha brings 20+ years of experience with a strong background in architecture, community development and real estate finance. She has successfully structured several complex multi-family affordable housing developments and is responsible for overseeing the execution of several mixed-use/mixed-income developments for BRIDGE in Northern California, including new construction and acquisition-rehab over the past 5.5 years. Earlier this year, BRIDGE was honored with the “Nonprofit Developer of the Year Award” from the San Francisco Business Times for delivering approximately 1,000 new and rehabbed affordable housing units in the Bay Area over the past 2 years. Her team is currently working on 7 construction projects with a total of 735 affordable housing units and several new construction projects in predevelopment. Prior to BRIDGE, Smitha served as Vice President of Real Estate at Habitat for Humanity, San Francisco and Director of Development for the Santa Clara Housing Authority.

Ms. Seshadri holds an M.B.A. from the University of Chicago, Booth School of Business. She serves on the Board of Directors of the Non-Profit Housing Association of Northern California and Satellite Affordable Housing Associates.

Bianca Neumann

Director of Development, Northern California

Bianca Neumann is responsible for growing the new construction pipeline for EAH Housing throughout Northern California. As the director of development, she researches and identifies new opportunities, working with city housing staff, advocates, and others to facilitate the development of new affordable housing communities.

Ms. Neumann brings more than 15 years of related experience to this position, including expertise in multi-family development, finance, public policy, and asset management. Most recently, she was a senior business development manager at MidPen Housing, where Ms. Neumann played a vital role in securing eight new affordable housing communities throughout the Bay Area, including San Francisco’s first affordable educator housing development.

She earned a Bachelor of Arts degree in political science from San Francisco State University and has done graduate level work at Hunter College.

Chrissie Davis

As the President for CORE Builders, Chrissie Davis oversees all projects currently under construction and works closely with clients in preconstruction. She prides herself in leading the CORE team to provide quality products and services to all clients. Chrissie has helped grow CORE Builders into a company with $100M annual revenue, building projects for third party clients and in-house.

Chrissie Davis has been building in Southern and Northern California since 2000. She has a Civil Engineering Degree from Loyola Marymount University and a Master’s Degree in Construction Engineering Management from Stanford. She started her career working for commercial builders, but found a home in multi-family construction mostly in the South Bay. Chrissie is a LEED AP and has a passion for giving back to the community. She spent a year dedicating herself to community service in AmeriCorps*NCCC stationed in Washington D.C.

Paige is an architect with almost two decades of experience in a wide range of project types, including 7 years in the multi-family residential sector. Having worked on residential projects in both urban and suburban settings for non-profit and for-profit developers, Paige has managed projects from Concept Design through Construction Administration. Her thorough understanding of the Building Code has helped develop cutting-edge prefabricated systems and today she assists clients in creating innovative project-delivery systems that meet code requirements. Paige’s experience with a multitude of regulatory agencies and project delivery methods has helped develop and permit 600 units within multi-family projects.

Paige has her Bachelor’s in Architecture from Cal Poly, San Luis Obispo. Her passion is encouraging women and girls in the construction industry. For the past 15 years, she has volunteered with youth groups and in schools, giving workshops on Engineering and Architectural concepts.

CJ Higley

Charles “CJ” Higley is a real estate generalist. His practice is focused on real estate development, land

use entitlements (a notoriously complex undertaking in the Bay Area), and construction law. With respect

to the latter, CJ has a particular expertise in negotiating contracts, ranging from architect’s agreements to

the contracts with consultants and contractors that are typical for a development. The projects in which

he’s been involved have been equally diverse, including large-scale residential, commercial, industrial,

and institutional developments.

Sixteen years of experience have also given CJ an intricate matrix of relationships in the political,

administrative, and real estate communities of San Francisco that has inured to the benefit of his

clients. City planning staff, the Board of Supervisors, and the larger community find him relatable and

pragmatic. He’s someone they can work with to find common ground, and help move a project forward.

CJ's knowledge of the real estate and construction players in San Francisco saves his clients time and

money, and improves the odds of success. He knows the issues that are sensitive, and can either avoid or

prepare for them, depending on the situation.

The acuteness of the Bay Area housing shortage has altered the process of permitting and obtaining the

necessary entitlements for construction projects, particularly for developers engaged in affordable housing

projects. The ability to delay, or in some cases, stop a project through a prolonged environmental review

process is decreasing, and the political landscape is shifting towards streamlining the process, and

sometimes exempting it from environmental review altogether. In this context, an experienced entitlement

attorney with relationships throughout the various administrative bodies involved in the development

process is invaluable, particularly when augmented by expertise in environmental law. By integrating

experience, expertise and the versatility of an attorney who’s been actively engaged in a wide variety of

projects, CJ is a significant competitive asset for his real estate and construction clients.

CJ serves on the Housing Policy Board for San Francisco Planning and Urban Research (SPUR) and is a

member of the Legislative Committee for San Francisco Housing Action Coalition (SFHAC). He has

served on the Legislative Committee of the Environmental Section of the State Bar of California. He was

recognized in The Legal 500 United States 2016 Land Use / Zoning practice area. He was recognized

among the Northern California Super Lawyers - Rising Stars 2013. CJ has been selected for inclusion in

The Best Lawyers in America in the area of Real Estate Law (2021).

CJ received a J.D. from the University of California, Berkeley, School of Law in 2002, where he served

as an articles editor for Ecology Law Quarterly, and a Masters of Studies in Environmental Law

(M.S.E.L.), magna cum laude, from Vermont Law School in 2001. He earned his B.A. from the

University of Virginia in 1995.

She has worked extensively on mixed-use, mixed-income master planned communities and is currently leading a 1,100 unit Master Planned Project with Bridge Housing in the city of San Francisco.

Prior to joining AvalonBay, she worked in retail and mixed-use development for EDENS, a retail REIT based in Washington DC, where she was responsible for placemaking and lease-up of a 2-million-square-foot TOD.

Nora is on the Executive Committee for the Housing Action Coalition, on the steering committee for the Urban Land Institute, and a member of SPUR and the UCLA Anderson Real Estate Association. She received a Master’s in Business University of California Los Angeles and a Bachelor’s Degree from Bates College.

Geoff is the owner and founder of Winder Gibson Architects with a focus on visioning, leadership, and

mentorship. Under Geoff’s guidance, WGA has developed a strong reputation for design quality,

technical execution, and excellent project management with a client-centric approach. WGA has grown

in staff, structure and project size, with expertise in creative infill as well as large scale multifamily

architecture, while maintaining a boutique approach and a team-oriented collaborative culture. Geoff

has presented at numerous conferences, AIA tours, and local design schools and has been featured in

local media frequently.

Geoff received his architectural degree from McGill University in Montreal and has practiced in San

Francisco for 25 years. He formerly taught architectural design at the Academy of Art University for

many years. In a cooler past life, Geoff was a DJ, playing house and techno music at clubs and festivals.
