John Bracken

Mr. Bracken has over 25 years of project management experience conducting environmental due diligence, environmental assessments, Site Investigations (SI), Remedial Investigations (RI), Remedial Actions and Reports. Mr. Bracken successfully oversees a wide variety of projects ranging from thousands to multi-million-dollar service agreements. He consistently progresses projects to meet client goals and regulatory deadlines. His expertise and involvement in working with subcontractors, construction companies, laboratories, attorneys, and municipal, state, and federal agencies, and other third parties with interests offer clients a true solution. Mr. Bracken is a Licensed Site Remediation Professional (LSRP) who is and/or has worked on various complex projects for major petroleum, utility, commercial, industrial, airport, public, and private clients and has issued numerous Response Action Outcomes (RAOs) with and without permit requirements. He has achieved numerous LSRP- approved NJDEP milestones, regulatory report submittals and hundreds of LSRP-approved internal client submittals. Investigations and remediation at these facilities have included but not limited to per- and polyfluoroalkylated substances (PFAS), volatile organic compounds (VOCs) including petroleum and solvents, semi-volatile organic compounds (SVOCs), Metals including Hexavalent Chromium, Pesticides, polychlorinated biphenyls (PCBs) including Toxic Substances Control Act (TSCA) levels, radionuclides/radiological isotopes, free/residual product, tars/manufactured gas plant (MGP) waste, and various petroleum products. Mr. Bracken has excellent working knowledge of the Technical Requirements for Site Remediation (TRSR), the Administrative Requirement for the Remediation of Contaminated Site (ARRCS), the Industrial Site Recovery Act (ISRA) Rules, the Underground Storage Tank (UST) Rules, Remediation Standards, and Regulatory guidance documents, forms, and sampling procedures. Mr. Bracken also is part of the NJDEP Field Sampling Procedures Manual (FSPM) revision committee working with NJDEP to update, revise, and train others on modifications to the FSPM. Additionally, Mr. Bracken has experience in the investigation and remediation of emergency response spills, cleanups, industrial waste, in-situ chemical injections (ISCO) and in-situ soil stabilization and solidification (ISS) to address a wide range of site contaminants.

David Wolfe

Mr. Wolfe is the Managing Partner in the Property Tax Department at Skoloff & Wolfe, PC, where he focuses his practice on representing taxpayers in significant real estate tax appeals and property tax related matters. He has extensive experience in all types of property tax appeals, including hotel, multi-family, retail, office, and industrial properties. Mr. Wolfe frequently counsels clients on the property tax implications of the development, acquisition, and disposition of significant assets. He also counsels clients with respect to property tax exemptions and PILOT agreements. Mr. Wolfe serves on the Board of the National Association of Property Tax Attorneys (NAPTA) and as the Co-Chair of the Real Property Tax Practice Committee of the New Jersey State Bar Association. Mr. Wolfe has been featured or quoted in a wide variety of local and national publications, including Forbes.com, GlobeSt.com, Marketwatch.com, The Washington Post, The Wall Street Journal, Law.com, Law360.com, The New York Law Journal, and Commerce Magazine. Mr. Wolfe has a track record of obtaining significant assessment reductions on behalf of his clients. Examples of those assessment reductions include: • Reduced hotel assessment from $188 million to $131million; • Reduced multi-family assessment from $116 million to $67 million; • Reduced office assessment from $115.5 million to $90million; • Reduced supermarket anchored center from $66.9 million to $46 million; • Reduced nursing home assessment from $36 million to $10.1million; • Reduced big box retail assessment from $21.3 million to $13.4 million; • Reduced office assessment from $27.8 million to $6.5million. Mr. Wolfe began his career as an associate at the law firm of Davis Polk and Wardwell in New York. While at Davis Polk, he focused his practice on regulatory investigations, securities litigation and banking disputes. Mr. Wolfe is a member of the American Bar Association House of Delegates and is the Co-Chair of the ABA’s Diversity & Inclusion 360 Presidential Commission. As a young lawyer, Mr. Wolfe served as the Chair of the ABA Young Lawyers Division, the ABA’s largest entity with more than 130,000 members. Mr. Wolfe received his J.D. from New York University School of Law, and graduated from Cornell University with distinction in all subjects.

Brian Ker

Brian Ker is the Founder and President of Snowball Developments, which was created to aggressively pursue value-add acquisitions with a near-term focus on Tri-State industrial real estate. In particular Snowball focuses on submarkets with expanding leasing momentum and either supply erosion or restrictions on new development. Snowball believes that location and land area trumps building functionality and its highest conviction thesis is to pursue under-utilized properties with a correspondingly low land acquisition basis. Snowball plans to invest in these properties to create additional revenue streams and seek entitlement expansion for future redevelopment potential. Since its initial acquisition in Summer 2021, Snowball Developments has acquired $85M in assets with a target AUM of $200M by Year-End 2023 and has raised over $30M in external capital from a wide range of investors, including multiple family offices and institutional owners/managers. A core business development strategy is to leverage partnerships and utilize technology to facilitate rapid growth from a lean team. Brian brings over 20 years of commercial real estate investment experience as a principal, strategic real estate advisor, capital markets specialist and government-incentives expert. Brian started his career with CBRE in Montreal Canada in 2003 and became a founding member of CBRE’s National Investment Team – Montreal. Brian led the division from 2011-2017 where he advised on over $4B of investment and leasing transactions across the main commercial sectors including office, industrial, retail and urban land. Despite tremendous success in brokerage, in 2017 Brian relocated to NYC, where he completed a Master of Real Estate Development (MsRED) at Columbia, focusing on public-private partnerships and transit-oriented development. Following the completion of the Master’s program in 2018, he joined the NYC Economic Development Corporation (NYCEDC), where he ultimately served as Vice President in the Real Estate Transaction Services (RETS) prior to leaving to lead Snowball Developments full-time in 2021. Brian sits on the Urban Land Institute’s Technology and Innovation Council as a council member, a position he has held for 3 years. In addition, Brian is a Fellow at the Urban Design Forum and has worn his CCIM pin with pride since 2008. As a former city government insider, Brian guest lectures at NYU and Columbia University on how to structure & negotiate public-private partnership transactions.
