Harvey comes to Portman Residential from Mill Creek Residential Trust where he led development operations for the Atlanta region, and prior to that, Jamestown Properties. He brings a strong focus on mixed-use development, urban high-rise construction and strategic multi-family development to our team, managing national operations and overseeing strategy and execution. Harvey has spent his fifteen-plus real estate career building Atlanta, and has been involved in the development of more than 4,000 multifamily homes with a total capitalization of over $1.2 billion. He is an active member of the Urban Land Institute, Real Estate Group of Atlanta, and the International Council of Shopping Centers.

Jason Koehn

Jason led the formation of Albion Residential in 2016 as a re-branding of Village Green

Development. As President, Jason Koehn is directly responsible for the development and

implementation of Albion’s overall business strategy and portfolio composition and in the

five years since the founding of Albion he has led the company’s growth to 5,000 apartment

units. His oversight includes the development, acquisition, project financing, and asset

management for the company’s portfolio as well as maintaining and managing

relationships with partners and lenders to maximize the profitability of each individual

asset.

Jason joined Village Green in 2008 and from 2011 to the founding of Albion in 2016, Jason

served as a member of the Board of Directors of Village Green and also served as the Chief

Investment Officer. Prior to joining Village Green, Jason was a Director of Structured Equity

Investments for GE Capital. Earlier in his career, he was also employed by McShane

Corporation, Equity Office Properties Trust and served as an officer in the United States

Army.

Jason received his Bachelor of Science Degree in Finance from the University of Illinois and

his Master of Business Administration in Real Estate/Finance from the Kellogg School of

Management at Northwestern University where he was named the Top Real Estate Student

in 2003.

Chris Turitto

Chris Turitto has over 15 years of experience in real estate investment, development and capital markets. His experience has spanned multiple commercial asset classes including multi-family, single-family rental, office and hospitality. Chris joined Haven in 2012 and is now currently a Principal and leads the acquisitions team out of the firm’s Nashville office. While at Haven Realty Capital, Chris has been responsible for acquiring over $1billion of single-family and multi-family rental properties.

Prior to joining the Haven Realty Capital team, Chris served as Vice President at The Prime Group, a commercial development firm based in Chicago. While at Prime, Chris oversaw the $395 million redevelopment of an 800,000 square foot historic landmark building in Chicago’s Central Business District into a JW Marriott hotel. Prior to construction, Chris negotiated the hotel, spa and restaurant management agreements. When the facility launched operations in November of 2010, Chris assumed asset management responsibilities associated with the ongoing management of the project.

Chris began his real estate career in the National Property Operations group at Equity Office Properties (EOP). There he conducted market research and oversaw financial performance of EOP’s national parking garage portfolio. After being promoted to the Investments group, Chris executed over $400 million in acquisitions and dispositions for properties located in the Midwest and West Coast regions.

Prior to his time at EOP, Chris was a Debt Capital Markets analyst with HSBC Securities in New York. As an analyst, he modeled and executed structured, high-grade debt transactions in USD, Euro, and Sterling currencies.

Chris holds a BA in History from Yale University.

Stuart Proffitt is a co-founding partner of Proffitt Dixon Partners, a multifamily development and investment firm with a focus on Class-A apartment communities in the Southeast. The Charlotte, North Carolina based firm has closed transactions valued at over $500 million since 2008 and has an active development pipeline in North Carolina, South Carolina, and Tennessee. The firm also acquires and develops self-storage facilities, currently 4,000+ units and 500,000 sf of self storage projects are under way or owned.

The Proffitt Dixon team has over 50 years of combined urban residential, mixed-use, multifamily development and investment experience in the Carolinas, Florida, Georgia, Alabama and California. The team’s experience spans from the development of high rise urban projects to suburban multifamily, apartment acquisitions as well as value-add investments. Throughout their careers, the partners have developed more than 7,900 multifamily units valued at greater than $1.6 billion.

Prior to forming Proffitt Dixon Partners, Stuart was the vice president of mixed-use development at Pappas Properties in Charlotte, North Carolina and the director of development for Champion Development Group in Los Angeles, California. Stuart graduated from North Carolina State University, and earned his Master of Business Administration and Master of Real Estate Development from the University of Southern California.

Catie Lane Bailey has earned a reputation as one of the best government relations attorneys in Tennessee. A registered lobbyist, Catie Lane represents and advises clients on legislative and public policy matters before the Tennessee General Assembly, local governments, and various state and local agencies. A hardworking and driven advocate for clients, Catie Lane began her public policy career as a Congressional intern for Senator Lamar Alexander while she was still an undergraduate. Catie Lane understands the legislative process from start to finish and has effective working relationships throughout the Tennessee statehouse and the executive branches of state and local government.

Catie Lane takes pride in being part of the history that is made in Tennessee, and she is an integral part of a team that represents more than two dozen clients before the Tennessee General Assembly on a range of issues.

Catie Lane monitors and tracks proposed state legislation and regulations of interest to Waller government relations clients, and she reviews proposed amendments to identified bills that could impact clients. Her successful track record of promoting, opposing or amending specific legislation and administrative rulemaking proceedings for clients is built on long-standing bipartisan relationships with lawmakers and their staffs on both sides of the political aisle.

Rajen Shastri has spent over 12 years working in senior management roles across the spectrum of the commercial real estate value chain, from being an investment professional at a global real estate institutional investor to acting as a Principal at an operator/developer. His vision for Akara partners is to offer investors the ability to participate with a vertically integrated real investment firm, allowing them to capture value from the elimination of the inherent information asymmetry between investors, operators and developers.

Prior to founding Akara Partners in 2013, Rajen was a Principal, CIO and Co-COO of Campus Acquisitions (“CA”) a developer and operator of student housing assets from 2009-2013. While at CA, Rajen led the capitalization and monetization of over $1 billion in student housing assets across the U.S., including the $627 million sale of a portfolio of assets to American Campus Communities (NYSE: ACC) in 2012.

Prior to CA, Rajen worked at Syndicated Equities and Jones Lang LaSalle, where he identified and structured commercial real estate investments across asset types both in the U.S and Internationally.

Rajen has a B.S. in Business Administration from the University of Wisconsin-Madison and an MBA from the Kellogg School of Management at Northwestern University. He serves on the Kellogg Alumni Real Estate Board, is a member of YPO, Windy City Chapter and is on the Board of Advisors for the James A. Graaskamp Center for Real Estate at the University of Wisconsin School of Business.

Jackie is the Chief Executive Officer of Pegasus Residential. Jackie, who has been with Pegasus Residential for 14 years, has held multiple positions within the company, showcasing her diverse skill set and commitment to its success. She began her career as a Sales Operations Support Specialist and has since climbed the ranks to various leadership roles, including Property Manager, Regional Manager, Marketing Associate, Director of Training, Director of New Business, Vice President of Operations and most recently, Chief Strategy Officer.

In her role as Chief Strategy Officer, Jackie has demonstrated her ability to drive significant change, bringing innovative solutions to technology and operational best practices. She has also played a key role in directing the company's Operational strategies, Marketing and Learning and Development departments.

Ken Mendez started in the built environment solutions in 1996, and has worked in several capacities in the Architecture & Design industry. Gaining expertise from a multitude of teams and manufacturers, he has served as a District Account Manager for both Kimball and Teknion, then moving on to Vice President of Sales for both Office Pavilion, and Workplace Solutions. For three years, Ken was the Regional Director for Knoll for the Houston Region. He currently utilizes his expertise in the multifamily market at Division Six and CORE Office Interiors in Houston, Austin, and San Antonio. His bold approach puts people, process, and technology at the forefront of his go-to-market strategy. Ken excels at his job because of the care and growth he provides for his clients and employees to maximize their potential and ensure they each have the solutions and tools they need to succeed.

Palmer McArthur is Managing Director of Development for the Carolinas and Tennessee at RangeWater

Real Estate. Since his arrival in 2014, Palmer has closed eight projects totaling 2,500 units. He led the

expansion of RangeWater Real Estate into North Carolina and South Carolina developing several

projects of note including the Penrose, winner of Top Apartment Development at the 2019 Charlotte

Business Journal Heavy Hitters Awards.

In his role at RangeWater Real Estate, Palmer is responsible for identifying and analyzing development

opportunities in the Carolinas and Tennessee, raising debt and equity capital, and managing project

execution. Palmer oversees the development of midrise and garden multifamily projects and manages

multiple teams of architects, engineers, attorneys and contractors. As an expert in the commercial real

estate industry, Palmer speaks frequently at conferences and industry forums. Palmer was previously an

assistant vice president at an American international banking and financial services company, where he

underwrote CMBS loans for the real estate capital markets group.

Palmer holds an MBA from Columbia Business School and a BSBA with distinction from the University of

North Carolina at Chapel Hill. He was an active member of the real estate clubs at both institutions. He is

also a member of the Urban Land Institute (ULI) and sits on the Carolina Trends Council. Palmer lives in

Atlanta with his wife and three children, and enjoys golf, hunting and spending time with his family and

friends.

With over three decades of design, planning, management, and real estate development experience, Steven actively grows and diversifies Gensler’s various practice areas with a focus on the firm’s culture, its people, and platforms. He applies his knowledge of local, regional, and international markets to deliver impactful and memorable experiences to owners, developers, operators, and brands.

Noah Randall is a real estate executive with more than a decade of experience in multifamily development across the Southeast. He is a Managing Partner at South City Partners, where he oversees the firm’s development activities and helps lead investment strategy, capital sourcing, and the long-term strategic growth of the development platform.

Prior to joining South City Partners, Mr. Randall was a Partner at Alliance Residential, where he led the firm’s Southeast Division and oversaw all investment, development, and construction activities for the Atlanta and Nashville offices. During his tenure at Alliance, he was involved in the development of approximately 4,600 apartment units across a range of product types, including garden, mid-rise, and mixed-use communities, representing more than $1 billion in total capitalization.

Mr. Randall holds a B.B.A. in Finance with a concentration in Real Estate from the University of Alabama.

A member of the firm's Litigation & Dispute Resolution team, Joe Watson's commercial litigation practice is focused on construction-related issues for a broad range of clients. In his construction practice, Joe assists clients in resolving commercial construction disputes in the most cost-effective way possible, whether in the courtroom or through alternative dispute resolution.

By working closely with his clients and learning the issues that are most important and valuable to them, Joe is able to efficiently and pragmatically resolve disputes, so clients can focus on their day-to-day operations.

In his construction practice, Joe represents commercial real estate owners, developers and contractors in disputes related to construction defects and delays, payment disputes and construction lien issues.

Joe has made numerous continuing legal education presentations regarding Tennessee's construction lien statute, and he regularly defends and prosecutes lien claims, not only in Tennessee but also in disputes throughout the country.

Prior to joining Waller, Joe served as Law Clerk to the Chief Justice of the Tennessee Supreme Court, the honorable Gary R. Wade.
