Marc Dubick, Principal/President, has over 25 years of experience as an institutional real estate investor and developer. Prior to Duball, Mr. Dubick served as Senior Vice President and shareholder of Lowe Enterprises, one of the country's largest real estate pension fund advisors. Following 17 successful years at Lowe, Mr. Dubick formed Duball, LLC in 2004. He has been directly involved in the acquisition, investment, development or redevelopment of over 3.5 million square feet of commercial, retail and residential properties. Mr. Dubick earned his J.D. from the Washington School of Law at American University, a BA in Economics from the University of Maryland, and graduated from the Gilman School in Baltimore. He has participated in the Urban Land Institute and the International Council of Shopping Centers. He is a licensed real estate broker in Virginia, DC, and Maryland.

Jane Galbraith Mahaffie is one of the Washington metropolitan area’s leading real estate development executives, with diverse experience directing multi-faceted mixed-use developments and public/private initiatives with a combined value of more than $1 billion. As a Principal with Stonebridge, she oversees complex development projects, including properties requiring extensive entitlement processes and community outreach. Ms. Mahaffie has led the firm’s efforts on several award-winning public/private partnerships in Washington, D.C. and Montgomery County, Maryland. Prior to joining Stonebridge, Ms. Mahaffie developed and directed all strategic facility planning and owner’s representation development projects at ORS Associates. She received a Bachelor of Science in Architecture from the Catholic University of America and a Master in Business Administration from Southern Methodist University. Ms. Mahaffie is a member of CREW and Women in Construction. She is also a past board member and treasurer of the Bethesda Urban Partnership and Bethesda Arts and Entertainment District. She is the founder and co-chair of Jubilee to College, which provides college gap scholarships to aspiring young adults from Jubilee Housing. Ms. Mahaffie is a frequent speaker on such issues as public/private partnerships, redevelopment, and women in real estate and construction.

Andrea Murray is a Senior Vice President on the Commercial Leasing team at JBG Smith. Since joining the company in 2006, Andrea has completed over 400 lease transactions totaling over 3 million SF across a broad range of product type throughout the D.C. Metro Area. Andrea was recognized by CREBA as the Developer/Landlord Leasing Agent of the Year in 2017 and as the Rising Star in 2011. Andrea holds a bachelor’s degree from the University of Virginia and a master’s in Real Estate from Georgetown University.

Andrew J. Cretal is Senior Vice President Development of ZOM Living. Andy joined ZOM in 2011 and directs multifamily development activities in the Mid-Atlantic, Northeast and Chicago regions. He began his real estate career in the development and construction industry in 1999 and has been involved in the origination, development, and renovation of over 4,000 multifamily units. Prior to joining ZOM Living, Andrew served as Senior Vice President of AIMCO. He was previously Vice President of multifamily development and acquisitions for Gables Residential Trust after a 6 year career at JPI. Andrew graduated from the University of Missouri with a B.S. in Mechanical Engineering. He is a member of The Urban Land Institute, and has served on the Maryland National Capital Builders Industry Association - DC Liaison & Multifamily Builders Committees. He also serves on the board of a regional non-profit.

Mike has over 15 years of diverse real estate experience, and joined Federal Realty in 2015 from the luxury hospitality sector to better integrate Federal’s various residential offerings into its burgeoning mixed-use portfolio. Since joining, Mike has leveraged his creativity and vision, coupled with business acumen to help deliver the many facets necessary to market and launch fully integrated mixed-use projects. Mike also directs corporate public relations strategy and branding. Prior to joining Federal, Mike was senior director of brand development for luxury and lifestyle brands at Hilton Worldwide. In that role, he was responsible for supporting global development efforts to grow the Waldorf Astoria and Conrad brands, and leading development of the Canopy brand, the company’s first global lifestyle brand. Prior professional experience includes hotel development and contract negotiation, hospitality real estate consulting and valuation, and several hotel operations positions. Mike received an MBA with a specialization in hotel finance and investments from Daniels College of Business at University of Denver, and a BA from The School of Hospitality Business at Michigan State University.

Heather Dlhopolsky is a Partner in the Firm’s Land Use/Zoning Practice as well as the Practice Group's Chair. Heather also serves on the Firm’s Management Committee, and chairs the Firm’s Marketing Committee. She works on all matters of land use/zoning issues for projects including mixed-use, multi-family, and commercial properties. Her clients have included commercial and multi-family developers, institutions, and churches, among others. Her practice covers Montgomery, Prince George’s, and Charles counties and their municipalities, where she interacts extensively with local government entities, including the Montgomery County and Prince George’s County Planning Boards and County Councils, Charles County Planning Commission and County Commissioners, Montgomery County Board of Appeals and Hearing Examiner, Montgomery County and Prince George’s County circuit courts, Montgomery District Court, Rockville Planning Commission, and various city councils and mayors’ offices. She also has in-depth knowledge of and experience with the planning departments and permitting agencies in these jurisdictions. Aside from her leadership positions at the Firm, Heather is on the Board of the Bethesda Urban Partnership, a member of the NAIOP Leadership Committee for Montgomery County, and active with the Urban Land Institute, among other business and community organizations.

Jad Donohoe is Senior Vice President of Donohoe Development Company and of The Donohoe Companies, and is the Chair of the Friendship Heights Alliance, the future Business Improvement District for Friendship Heights. Jad is responsible for leading new development projects, entitlement, and community engagement, and identifying new residential, hotel, and mixed-use development opportunities. Jad has over 15 years of experience developing projects across northwest DC and suburban Maryland, including 1200 multifamily units currently under construction or development up and down Wisconsin Avenue.

Alisa Rosenberg is Vice President, Development with the Bozzuto Development Company where she works on mixed use projects throughout DC, Maryland, and Virginia. She is currently focused primarily on the development of Chevy Chase Lake, a mixed-use project with over 500 luxury apartment and condo units and 100,000 SF of retail in Montgomery County that includes a stop on the Purple Line. Alisa serves on the board of the DC Real Estate Group. She is an active member of the Urban Land Institute (“ULI”) where she is the incoming chair of the ULI - DC steering committee for the Women’s Leadership Institute and is Vice Chair of ULI’s Urban-Development-and-Mixed-Use (Red) Product Council. She previously served on ULI’s Programs Committee for the National Conferences, ULI DC’s Trends Conference Steering Committee, and ULI DC’s Sustainability Committee. She served on the Beverly Willis Architectural Foundation’s Built by Women-DC’s Steering Committee. Alisa applied her passion for real estate while researching the relationship between historic-preservation and new-construction as a Fulbright-Fellow in Italy. She holds BAsfrom Columbia University in both Architecture and Urban-American-History, an MSc from the London School of Economics in City Design focusing on urban-economics, and a JD from George Washington University’s School-of-Law. Alisa is also a classically trained painter having studied at the Schuler-School-of-Fine-Art in Baltimore, Art- Students-League-of-New York, and the Florence Academy of Art. Alisa lives in DC with her husband and 6-month old son.

Cameron Pratt has more than 15 years of real estate investment and operating experience and has been with Foulger-Pratt since 2004. As CEO, Mr. Pratt establishes the Company’s strategy and vision and has oversight of all Foulger-Pratt operating and investing entities. Prior to joining Foulger-Pratt, Mr. Pratt worked in real estate development in California, as well as real estate investment banking and private equity in New York. Mr. Pratt holds a Bachelor of Science in Civil Engineering from Brigham Young University and a Master of Business Administration from Harvard Business School.

Sam joined Regency in 2017 as Vice President. He currently has more than 10 years in commercial development, entitlement, planning, and financing on the East Coast. Sam has been involved in the development of over two-million square feet of multifamily and retail during his career. Previously, Sam served as Vice President for the JBG Companies, overseeing multiple mixed-use development projects along with sale agreements, joint ventures, and REAs. He also worked in New York City as an Investment Banking Associate for RBC Capital Markets, coordinating multiple transactions for clients. Sam earned a Bachelor of Urban and Environmental Planning degree from the University of Virginia and went on to achieve an MBA from New York University. He is also a member of the Urban Land Institute, ICSC, and a past Rebuilding Together Montgomery County Secretary of the Board. He enjoys spending time outdoors with his wife and two daughters.

Stacy Plotkin Silber is a land use attorney at Lerch, Early & Brewer who helps developers, national retailers, senior housing providers, and property owners navigate zoning approvals in Montgomery and Prince George’s Counties in Maryland. She is deeply involved in master plan and sector plan development, having represented many clients in updates to the Bethesda Downtown, White Flint 2, Westbard, Chevy Chase Lake and Montgomery Village Sector Plans. Stacy has an expertise in handling complex cases and in representing clients in all aspects of mixed use and single user developments, including master planning, zoning, rezoning, sketch plans, site plans, subdivisions, historic preservation, affordable housing matters, transferrable development rights, legislative matters, and conditional uses. Her clients have included national and local developers and retailers, including Lowe Enterprises, Clark Enterprises, Federal Realty, Sunrise, CVS, Taco Bell, Chick-fil-A, Starbucks, First National Bank and JP Morgan Chase, among others. Stacy is on the Board for a number of organizations, including serving on the Board and chairing NAIOP DC/MD’s Leadership Committee. Stacy is an adjunct professor at George Washington University Law School, where she teaches a land use course.

Hans Riemer, first elected to the County Council in 2010, represents one million Montgomery County residents as an At-Large Member. Hans has dedicated his public service career to creating opportunity for all people to achieve their potential. As a Councilmember, he works towards this vision by advocating to fund public education and public transportation, early childhood programs, libraries, recreation, human services, housing and economic development. A dedicated environmentalist, Hans works hard to strengthen Montgomery County’s superb rural, suburban and urban areas by placing walkability, public transportation and sustainability at the center of our planning goals. Hans entered public office during difficult economic times, and he has worked with his colleagues to address some of the toughest challenges that local governments face. While restoring fiscal health to the county budget and advocating on behalf of Montgomery County before state policymakers, Hans has demonstrated balance, creativity, and leadership. Before serving on the County Council, Hans established a record as an innovator in political engagement. He served as National Youth Vote Director for the historic Obama for America campaign in 2007, and previously as political director for Rock the Vote, where he helped register nearly a million voters. Hans also served as a senior advisor at AARP and, since his earliest work in Washington, has been a national leader on protecting Social Security from Republican efforts to privatize the program. Hans serves as the Council’s Lead for Digital Government, where he is working to make county government smarter and services more efficient, and he serves on the Planning, Housing, and Economic Development (PHED) Committee as well as the Government Operations & Fiscal Policy (GO) Committee. Hans and his wife Angela have two young boys. They are members of the MCCPTA.

Ellen Coren founded Chesapeake Public Strategies in 2006, the culmination of a 30-plus year career in government and community affairs, public relations and business.    Under Ellen’s leadership, Chesapeake successfully navigates its clients through entitlement and community engagement processes, legislative advocacy campaigns, media relations and crisis communications - each focused on results that bring a win-win and sense of ownership to all parties involved.   Recognized as Most Admired Maryland Small Business CEO in 2013, three times named “Top 100 Woman of Maryland” by The Daily Record and named to the Circle of Excellence in 2011, Ellen’s career has included roles as Government Affairs Director for Comcast, lobbyist for Washington Gas, Legislative Director for the Maryland Department of Juvenile Services, CEO of the Montgomery County Chamber of Commerce and Founder/First President of the Maryland Government Relations Association.   Known for her communications and grassroots strategy acumen, Ellen is a sought-after speaker on such topics as effective grassroots strategies, results-driven media relations and best practices in crisis communications.   In 2016 she was honored at Sulam’s annual gala for her commitment to helping children with learning differences. Ellen currently serves as Economic Development Co- Chair for the Greater Bethesda Chamber of Commerce. She is a former President and current member of the Committee for Montgomery and also serves on Sulam’s Boards of Directors. She is active in a wide range of organizations, including the Building Industry Association, CREW, BlackRock Center for the Arts and numerous Chambers of Commerce.   Ellen was born in Philadelphia but has lived in the Washington area most of her life. She received her Bachelor’s Degree from University of Maryland in Communications.    She lives in Chevy Chase and has two absolutely amazing twin sons, both living in the Washington area.

He speaks 4 languages, a distinct advantage in a multi-cultural county like Montgomery. Spiros Balntas is the Director of Business Recruitment and is excited to help transform MCEDC into one of the most competitive economic development agencies in the country. He hails from the Sunshine State, most recently developing and implementing business and economic development strategies for the Central Florida Development Council. Armed with a diverse economic development experience, Spiros has also been the Senior Business and Real Estate Manager for the Miami Downtown Development Authority. He has served in business development with foreign government agencies such as the UK Trade & Investment and the Taiwan External Trade Development Council. Spiros received a bachelor’s degree from Florida International University and holds a Certified Economic Developer (CEcD) designation from the International Economic Development Council. An exclusive designation earned by only 1,100 people nationwide, it indicates extensive experience and continuous education in the field. He is implementing these best practices to work in Montgomery County. Embracing the Florida life prior to his move here, Spiros partook in regattas during the Red Bull Flugtag/Air Show — competitors soaring their homemade flying machines. He also ran in the ING Miami half marathon. For now, he’s traded running shoes for biking shoes, and can be found exploring any one of Montgomery County’s biking trails. As a market president for United Bank, Steve is responsible for the management and operation of all bank offices in the Suburban Maryland area, including client relationships and new business development. Prior to this role, Steve was a commercial lender with United for 13 years, working with international, national and local real estate developers who focus on multifamily development, retail, office, residential homebuilding and industrial properties. He also serves on the board for the Catholic Charities Golf Classic and is involved in the corporate work study program with Don Bosco Cristo Rey high school, which allows students to apply classroom learning to the workplace.
