The Baltimore Metropolitan Council has issued an RFP through its Opportunity Collaborative Initiative (above is co-chair Scott Spencer, also of the Annie E. Casey Foundation) for a regional plan for sustainable development. It'll be paid for via a $3.5MHUD Sustainable Communities Regional Planning Grant. Translation: BMC's Mike Kelly tells us the goal is to publish by Feb. 14, 2015, a blueprint to connect the workforce to job and housing opportunities. That likely means TODs and PPPs to take advantage of Maryland's recent transportation funding and public-private-partnership laws. (If you're playing acronym bingo, you've probably won at this point.) With this RFP, the Baltimore Metropolitan Council wants a planner that understands the financial modeling behind such initiatives--to make sure this plan is enacted rather than sitting on a shelf, Mike tells us.Proposals are due June 13.
