  Tod Lipka holds an M.P.A. degree and an M.S. from USC. With forty years in managing nonprofits, Mr. Lipka is a seasoned executive. He has been President and CEO of Step Up since 2001. In that time, Step Up has increased exponentially in its breadth of service operation and expanded from one supportive housing project to over twenty-five projects. Step Up started services originally in Los Angeles and now provides services throughout California including Los Angeles, San Bernardino, Riverside, Orange, Monterey, and Sacramento Counties as well as the states of Florida, Georgia, and Tennessee.  Step Up is nationally recognized as a leading mental health and housing provider to those who are chronically homeless.  Step Up was an early adopter of the housing first model and Step Up’s work on motel conversion models was part of the genesis of California’s innovative Homekey Model.  Called one of the best service providers in the country, Step Up boasts a 98% retention rate of those who are housed.  Lipka is a member of the Clinton Global Initiative and Step Up’s work was recognized and endorsed personally by President Clinton in 2010, 2013 and most recently in September 2023 from the main stage by Chelsea Clinton at the Clinton Global Initiative, as well as recognition by the late Kobe Bryant and the Kobe and Vanessa Bryant Family Foundation.  Lipka oversees all aspects of the Step Up entity which includes permanent supportive housing, mental health services and property management to 7,200 people in five states, most of which serve individuals with serious mental health conditions and experiencing chronic homelessness. In the last two years, Step Up has housed 2,285 persons who were homeless.  As an innovator and thought leader, Lipka educates and advocates directly on behalf of the individuals Step Up serves through sharing powerful personal stories from the field, increasing awareness and sharing best practices in the area of mental health, chronic homelessness, and permanent supportive housing through innovative public/private partnerships.

  Korin Crawford is responsible for originating, evaluating, structuring, and closing Public-Private Partnerships (P3s) for the Griffin Structures business unit. Korin leverages over 20 years of experience in infrastructure, real estate, and M&A of property-backed operating businesses with an emphasis on P3s and real estate transactions in complex regulatory environments. Prior to joining Griffin Structures, Korin was an Executive Advisor to the Los Angeles City Administrative Officer (CAO) as a subject matter expert on infrastructure delivered through a variety of alternative financing methods including P3s. In this role, Korin spearheaded $3.5 billion of investment opportunities spanning municipal facilities, transit, renewable energy, and habitat restoration projects. Notable projects included the Los Angeles Convention Center, LA Civic Center, and Downtown Streetcar. Korin is a frequent speaker at national and international conferences on P3s, including the Dubai International Project Management Forum (DIPMF), the P3 Conference in Dallas, CityAge in Washington DC and Los Angeles, and P3 Hub West. From 2006 to 2015, Korin led his own consulting and investment practice, offering advisory services to for-profit and non-profit real estate investors, developers, and public agencies (including utilities, ports, city/county, redevelopment, and school districts) to finance and develop land, real estate, renewable energy, and energy efficiency.

  Rosalio serves as Vice President and Market Executive for Wexford Science & Technology and is responsible for developing and executing life science projects in the Western United States. With experience in commercial and multifamily real estate development, architectural design, and construction management, Rosalio brings a wealth of knowledge to leasing, acquisitions, budgeting, due diligence, environmental remediation, entitlements, sustainable design, and permitting. Before joining Wexford, Rosalio oversaw Boos Development Group’s Western division operations as a Vice President of Development and Construction. Over his career, he has developed over 2.5 million square feet of commercial projects and managed development teams and company divisions in the western US. Previously, he worked as an architectural designer for HOK in the Culver City, CA office and Fragoso Construction as a project manager in the Chicago region. He received his Bachelor of Architecture from the University of Illinois Chicago and Master of Architecture from the University of California Los Angeles. He also attended the Ross Minority Program in Real Estate at the University of Southern California. In addition, Rosalio has the LEED AP accreditation from US Green Building Council and holds a CA Real Estate License.

  Andrew J. Kiesling is a seasoned professional in the commercial real estate development and construction industry with over two decades of experience. Currently based in San Diego, California, Andrew's expertise lies in effective value creation strategies by merging real estate market trends and property development and construction methodologies. His proven track record and ability to deliver extraordinary results makes him a valuable asset in the industry. Andrew previously served as real estate officer at the University of California, San Diego, where he played a pivotal role in facilitating the University’s mission through both strategic acquisitions and property development via the public-private partnership model. His experience spans the entire development cycle, from crafting request for qualifications & proposals, to deal structuring, development agreement and ground lease negotiation, design, entitlement, construction and delivery of the completed property to the operations team and end-user. He has been involved in a variety of acquisition assignments including land, faculty/staff housing, hospitals, hotels, museums and ground lease buyouts, with a combined project value of nearly $600MM. In addition, his public-private partnership development experience includes projects in the life-science, medical, office, classroom, and housing sectors, with a combined project value of nearly $1.2 billion. Prior to this, Andrew served as a Senior Project Manager at JLL where he was the owner's development representative for diverse array of development and construction projects. Andrew holds a Master of Science in Real Estate from the University of San Diego and a Bachelor of Science in Business Administration with an emphasis on Real Estate from San Diego State University.
