  Bryan Guiney

  Bryan Guiney is the U.S. Department of Housing and Urban Development (HUD) Field Office Director for Oregon based in Portland. In this capacity he serves as HUD’s liaison to mayors, city managers, elected representatives, state and local officials, members of Congress, private and non- profit developers, stakeholders, and customers. Additionally, he works with each of the Department’s program areas to ensure departmental initiatives are implemented within Oregon. The HUD Oregon Field Office has approximately 50 employees who oversee public housing, community planning and development, fair housing, and multifamily programs throughout the state. Prior to assuming duties as Field Office Director, he served as the Community Planning and Development Field Director serving Oregon and Idaho. Prior to joining HUD, he served as an Economic Development Officer for the State of Oregon and a Committee Administrator for the Oregon Legislature. Bryan is retired from the United States Marine Corps with 21 years of active and reserve service as an Infantry Officer and enlisted Combat Engineer. Bryan holds a B.A. from the University of Oregon and Master of Business Administration from the University of Washington.

  Stefanie Kondor

  As Executive Vice President of Development for Related Northwest, Ms. Kondor is responsible for establishing Related’s presence in Portland and in the northwest while leading and managing all aspects of development and financing for Related’s affordable developments throughout Oregon. As a native Oregonian, Ms. Kondor was previously Director of Real Estate Development for Central City Concern where she managed the land acquisition, entitlements, and due diligence process for the development of new clinical and affordable housing in Portland, Oregon with development costs in excess of $100 million. While at Central City Concern, she was a recipient of the Housing Oregon’s Star Player Award in 2017. For SK Asset Advisory, LLC, Ms. Kondor provided consulting to private developers and construction management firms developing affordable housing. As Senior Asset Manager for Bayside Communities, Ms. Kondor managed a portfolio of more than 60 multifamily properties throughout the West Coast. She brings many years of experience working on complex transactions with multi-layered funding along with new market tax credits to Related. Ms. Kondor holds a Bachelor of Science in Business Administration from the Haas School of Business at the University of California, Berkeley and sits on the Board of Directors for the Boys and Girls Club of Portland.

  Helmi Hisserich

  With over 25 years of experience in the affordable housing sector, Helmi is a Director of Global Housing Solutions at the Global Policy Leadership Academy (GPLA), a premier educational institution that prepares policy leaders to tackle complex societal challenges. Helmi is currently leading international delegations of US housing policy makers to learn from the best practices of the Vienna Social Housing Model, a renowned example of how to provide high-quality and affordable housing for a large and diverse population. Previously, Helmi served as the Deputy Mayor of Housing in Los Angeles and as a Senior Manager of Finance and Development at the Los Angeles Housing Department, where she oversaw the development and financing of thousands of affordable housing units and the implementation of innovative policies and programs to address the housing crisis in the city.

  For the past 15 years, McKenzie has actively focused her career on strategic marketing in the built environment. She leads PAE’s marketing team as well as PAE’s Diversity Partnership Program, which provides an intentional, structured approach for PAE and minority, veteran, and women-owned firms to pursue and deliver successful projects together. Passionate about affordable, resilient, and climate-friendly housing for all, McKenzie supports the firm’s initiative to develop a path to decarbonize affordable housing while increasing availability. She is a past president for the Society for Marketing Professional Services Oregon Chapter and a 2020 DJC Oregon Women of Vision award winner.

  Chad Encinas serves as Vice President of Development for the Portland region. Mr. Encinas is responsible for directing all phases of the development process, from design and permitting activities to the construction and stabilization of Mill Creek communities. Before joining Mill Creek, Mr. Encinas was a Development Manager at Holland Partner Group, where he led development efforts for multifamily and mixed-use projects throughout the Portland metro. Prior to his tenure at Holland Partner Group, Mr. Encinas was an Operations Coordinator at Elevate Investment Group in Reno, NV, where he managed acquisitions and value-add construction for single-family homes throughout Nevada. Mr. Encinas received a Bachelor of Arts in Business and Economics from the University of California, Santa Barbara, and a Masters in Real Estate Development from Portland State University. He is also a member of the Urban Land Institute (ULI) and volunteered as a Big Brother with Big Brothers Big Sisters.

  Sarah Zahn

  Sarah Zahn is the Managing Director of the Development Group at Security Properties and a member of the Investment Committee. Sarah and her team oversee all phases of new development projects including site acquisition, design, entitlement and permitting, financing, construction management, lease-up and disposition. She is also responsible for sourcing and analyzing new pipeline projects for the group. With over 20 years of experience in real estate development, Sarah is passionate about projects that strengthen communities and enhance urban environments. Her diverse portfolio includes mixed-use infill, multifamily, office, hospitality, higher education, civic uses and affordable housing.   Prior to joining Security Properties in 2023, Sarah was most recently Chief Operating Officer for Urban Development Partners in Portland, OR where she oversaw the company’s development platform. Prior to that, Sarah spent several years working on the redevelopment of a 33-acre former industrial site on the Willamette River into a vibrant, mixed-use community. She also spent 5 years at Gerding Edlen working on the firm’s public-private portfolio of projects. Sarah started her career in real estate development in the San Francisco Bay Area.

  John Crawford

  John Crawford, Director of Real Estate with Greystar, is an operations leader with expertise in asset management, program development, strategic planning, operations, achieving ownership objectives, and team member professional development. He is responsible for overseeing a portfolio consisting of 40 communities and over 8,067 apartment homes in the Portland Metro, Bend, Corvallis, Eugene, and Salem. His background includes managing high-rise urban assets, conventional garden-style suburban assets, and lease-ups. Over the course of his 24 year multifamily career John acquired pertinent experience by mastering multiple roles including Director of Real Estate, Regional Property Manager, Operations Director, Community Manager, and Assistant Community Manager. John is a licensed Oregon real estate broker and holds the IREM CPM designation.

  Eric Cress

  An engineer and designer by training, Eric is drawn to innovative new ideas that make our communities better places to live. At UD+P, Eric concentrates on acquisition, development, finance, and property management. He oversees budgets and the acquisition-to-construction phase of new projects, and he initiates loans for our private real estate funds. Before UD+P, Eric was a project manager at Pacific Bay Investments in Berkeley, California. Prior to that, Eric managed engineering projects for Cypress Semiconductor, Maple Optical Systems, Leapfrog Toys, and the National Science Foundation. Eric holds eight patents and has published several papers related to this work. He earned an MBA with a focus in real estate finance from the Haas School of Business at UC Berkeley, as well as BS and MS degrees in electrical engineering from Mississippi State University. Eric currently serves as a Vice President of the Central Eastside Industrial Council and Urban Product Council Chair of the Portland Chapter of the Urban Land Institute.

Opening Remarks on Addressing the Growing Housing Crisis

  Kymberly Horner

  Kymberly Horner is the Executive Director for Portland Community Reinvestment Initiatives, Inc. (PCRI). Hired in July 2019, she is only the second person to serve in this position since PCRI’s formation over 28 years ago. PCRI’s ongoing mission is to promote housing justice through advocacy, services, affordable housing and wealth creation for systemically disenfranchised people, particularly those of color. PCRI owns and operates over 700 units in the North/Northeast section of Portland, and Kymberly sees having a strong organizational foundation to work from as a key strength to allow her to help manage during these current economically challenging times. In the midst of COVID-19, she oversaw and helped staff to navigate the challenges of the financing and construction of King + Parks, a 70-unit affordable housing rental project. Additionally, between 2019-2020 Kymberly and her staff completed the development of two separate for-sale townhome projects resulting in approximately 10 income qualified families becoming homeowners! Originally from Westlake Village, California, Kymberly discovered her love for civic engagement at an early age. Growing up, her father served as Mayor of Thousand Oaks and was a Thousand Oaks City Councilmember for 18 years. Kymberly got her start in public service working for California Congressman Brad Sherman. Working in constituent services allowed her to acquire the skills needed to untangle bureaucratic snarls and make the government work for its citizens. She worked for the City of Oxnard for over 17 years serving most recently as Oxnard’s Economic Development Director. In that position she oversaw downtown revitalization, business attraction and retention, and retail attraction and retention. In addition to setting and achieving housing and economic development goals, on New Year’s 2015, Kymberly set a personal challenge for herself to eat a piece of chocolate every day! With the support of family and friends who surprised her every so often with sweet treats, she achieved this goal and has stuck with it to this day.
