Though well versed in various sectors, Mr. Mammina has been a staple in the Real Estate Market, specifically with assisted living design. His expertise in regard to codes, rules, and regulations within health care and design have warranted him a reputation consisting of good ethics and successful project management.

Steven Krieger, an attorney, is one of the founding partners of Engel Burman. Since the company’s inception, Steven has spearheaded acquisitions, financing, and contract negotiations. A selection of his numerous professional accomplishments include: Attaining the first Industrial Development Agency (IDA) funding for an assisted living community in the State of New York Securing the land use approvals and the municipal entitlements for The Bristal Assisted Living communities Securing the entitlements for over 2,500 housing units in the tri-state area, as well as credit tenant retailers Lifetime Fitness, Stop & Shop, QuickChek, and Rite-Aid With over 30 years in the real estate industry, Steven is equipped with profound knowledge and unrivaled expertise which he utilizes to uncover viable and profitable real estate opportunities – then fast-tracks these deals into successful residential and commercial developments. He obtains entitlements, secures financing, and paves the way for accelerated construction — concept to completion. Throughout his impressive career, Steven has repositioned and managed retail and office buildings for private and institutional owners, including ABN-AMRO Bank. He has negotiated complex transactions with sellers and lenders in excess of $2 billion, and has led Engel Burman’s foray into the purchasing of notes and mortgages from institutional lenders including Metropolitan Bank, Capital One Bank, and People’s Bank. Steven graduated cum laude from Tulane University and studied abroad at the London School of Economics and Political Science, where he was a member of the travelling basketball team. He was admitted to the New York State Bar Association after completing his law degree at Benjamin N. Cardozo School of Law, Yeshiva University, where he later endowed The Maxwell Krieger Real Estate Scholarship. Steven remains active in the community – lending his time, resources and expertise to various organizations. He helped to establish the Shooting Stars Basketball Program for special needs children, where he also coached for ten years. He is a board member of the Long Island Housing Partnership, which helps local families find and afford safe and decent housing opportunities, as well as a board member of Vision Long Island, which promotes economically sustainable and environmentally responsible growth. He is a founder and executive board member of the Long Island Real Estate Group, which raises funds for the development of charitable real estate projects. Steven also serves as an executive board member and treasurer of the Long Island Builders Institute, a group of industry professionals who aim to make Long Island a better place for both developers and residents to live and work.

Lori Sievers is a member of the Firm’s Health Law department. Her practice focuses on representing Long Term Care providers. She represents assisted living residence, social day care and home care operators in all licensing and regulatory compliance matters, acquisitions and sales, and litigation matters. She has served on a variety of work groups and task forces, including the Assisted Living Task Force, ACF Licensure Streamlining Workgroup and Regulatory Rewrite Workgroup, where she has played a key role in shaping licensure and operational policy. Her unique understanding of operational issues, partnered with her extensive experience in assisted living law and regulations allows her to efficiently problem-solve and partner with clients to strategically plan and meet their licensure goals, compliance strategies and ownership transitions. She is a member of the New York State Bar Association and the Capital District Women’s Bar Association, where she is active with the CARE and Classroom Committee.
