  Elaine Clancy

  Elaine Clancy, formerly the director of leasing for the National Capitol Region at the General Services Administration, is the Senior Vice President – Government Services Group for Lincoln Property Group. In this capacity, Ms. Clancy will lead Lincoln’s efforts to increase services provided to government tenants. Ms. Clancy will be based in the Washington, D.C. office and will lead a national team focused on providing services to federal, state or local governmental agencies or to landlords with those tenants in their buildings. Services may include leasing and strategic advisory services for sales or financing. Ms. Clancy has more than 20 years of experience in real estate leasing, development, financing and investment banking. Prior to working for the GSA, Ms. Clancy served as managing director for Celtic Capital Management, as managing director for investing and portfolio management at Choice Hotels, and as senior vice president for real estate investment banking at Ferris Baker Watts. She also worked as senior vice president in real estate investment banking at Friedman, Billings, Ramsey and Company.

  Tim Hutchens

  Tim Hutchens is a CBRE Executive Vice President and the head of the Federal Lessor Advisory Group (FLAG), a national CBRE practice group which provides services to private sector and governmental entities in connection with all aspects of federal real estate transactions, including lease procurements, enhanced use leases, site selections and acquisitions, investment sales, project financing, and lease construction projects. Tim possesses a combination of real estate, business and legal skills, which allows him to provide effective advice and assistance to clients involved in real estate transactions involving the federal government on a nationwide basis. Over the past 20 years, Mr. Hutchens has represented building owners and developers in successfully completing more than 26 million square feet of Federal Government leases, including the largest federal lease ever consummated -- the USPTO Headquarters at Carlyle in Alexandria, Virginia. Mr. Hutchens has also represented various federal government agencies, including the Federal Deposit Insurance Corporation, the Department of Energy and the Department of Veterans Affairs, in real estate planning, needs and market analysis, portfolio considerations, leasehold acquisitions and real property dispositions. In federal government leasing matters, Mr. Hutchens provides broad-based representation encompassing virtually all aspects of the transaction. By way of illustration, services include: proposal preparation; transaction structuring; review of the government lease agreement; contract administration throughout the lease term and services with respect to controversies that may arise from time to time. Prior to entering commercial real estate, Mr. Hutchens practiced real estate law, with an emphasis on federal government lease transactions, as a partner with the Washington, DC firm of Dickstein Shapiro LLP.

  Joseph Delogu

  Joseph Delogu is a national expert in the area of federal government occupied real estate as well as a recognized leader in real estate finance and development industries. Joe’s experience, which started as an executive at the U.S. General Services Administration spans nearly 30 years and involves projects located in almost every state. Joe has led countless teams on thousands of leasing transactions, development or construction consulting projects and investment management initiatives. Formerly a Partner at Spaulding & Slye, a full service real estate development and services company, Joe served as a Managing Partner within the overall firm, creating and running the firm’s Government division and participating with the other Partners in the management of the company’s other businesses. When S&S was acquired by Jones Lang LaSalle in 2006, Joe was named an International Director (the firm’s top title) as well as the Managing Director of the Government Investor Services group. As a Founding Partner at FD Stonewater, Joe participates in the management of each of the firm’s business lines, and provides daily oversight to the Federal lease transactions business and several of the firm’s investment properties.

  Joseph B. Brennan is a Corporate Regional Director of JLL. Joe serves as the Managing Director of the firm’s national Government Investor Services (GIS) practice, headquartered in Washington, DC.   Peter joined Transwestern in 2012 as executive vice president of Transwestern’s Government Services Division based in Washington, D.C. He concentrates on marketing and leasing commercial space to federal, state and local Government entities. CAREER HIGHLIGHTS Prior to joining Transwestern, Peter was the executive director and head of Cushman & Wakefield’s Federal Practice Group, based in Washington, D.C. Having formerly served as in-house broker for the General Services Administration, Peter had dedicated his practice to Government Real Estate transactions, also having experience and education as an attorney, architect and construction manager. As a broker both within GSA and in the private sector, Peter has been lead broker in lease transactions for over 10 million square feet of commercial office transactions with the Federal Government in the greater Washington, D.C. area with a total contract value of more than $3 billion.   Jon S. Bouker, co-practice group leader of the firm’s Government Relations practice, brings to Arent Fox extensive experience in the US Congress, which he puts to work serving clients on a wide variety of general business and government relations matters.   Mr. Chris Wisner has served as the Assistant Commissioner for the PBS Office of Leasing since March of 2012. He joined GSA in March of 2009 as the Director of Real Estate Acquisition Policy in the Office of Real Estate Acquisition. Chris came to GSA with more than twenty years of experience in the private sector real estate and strategic portfolio management. He has held executive management positions in real property portfolio management and strategic planning with Coldwell Banker Commercial, Savvis Communications, Cable & Wireless Worldwide plc, and MCI Communications.

  Bob MacKichan

  Robert “Bob” C. MacKichan Jr. is a partner in Holland & Knight’s Washington, D.C., office and is the leader of the firm’s GSA Leasing and Federal Real Estate Team within the Litigation and Dispute Resolution Practice. His multifaceted practice involves decades of experience in litigation, government contracts, real estate and public policy issues associated with federal government real estate. Clients call on him for his substantive knowledge and extensive relationships in D.C. to handle government real estate disputes, government contract concerns, government lease procurement and administration, real estate acquisition and disposition, and government construction and administration. In addition, he advises clients on holdovers and condemnations, the competitive procurement process and disputes under the Contract Disputes Act. Mr. MacKichan primarily represents building owners, real estate developers, REITs and asset managers nationwide in matters relating to federal real estate disputes.   Bob brings tremendous professional experience and industry expertise to his dual roles as a Leader of Gensler’s Firmwide Government Practice and the Southeast Region Director of Consulting. Bob served for eight years as Commissioner of the U.S. General Services Administration’s Public Buildings Service, responsible for design, construction, leasing and management for more than 375 million square feet of space housing more than 1.1 million employees with an annual budget of more than $9 billion. He has been a land use attorney, commercial real estate mortgage banker and broker and has also served as President of the Greater Washington Board of Trade and Vice President for Public Affairs at the American Institute of Architects. He received his B.A. cum laude with distinction in economics from the University of Pennsylvania and his J.D. from Yale Law School. A Gensler Principal, Bob has been a visiting Loeb Fellow at Harvard University's Graduate School of Design and a visiting lecturer at Yale College. An Honorary Member of both the AIA and American Society of Landscape Architects, in 2012 he received the AIA Thomas Jefferson Award for Public Architecture.

  Steve Moore

  Steve Moore leads the Southwest Business Improvement District as Executive Director, connecting businesses and innovation efforts. Established in 2015, SWBID is a 480-acre cultural, government, and residential area occupying most of the SW quadrant of the District of Columbia. The SWBID employs 30 ambassadors and staff and manages several initiatives, including large-scale beautification programs, homeless outreach, weekend markets, transportation, and public art installations. Prior to working at the SWBID, Steve joined the team of Hoffman-Madison Waterfront LLC (HMW) as a leasing strategist and special projects manager. At HMW, he implemented the local leasing strategy and managed special projects for the 25-acre waterfront development on the Washington Channel. Steve also served as the President and CEO of the Washington, DC Economic Partnership, a non-profit organization promoting business and retail opportunities in the District of Columbia, and frequently worked with the Mayor's Office. Before joining the Economic Partnership, he was the Deputy Executive Director for the Downtown DC Business Improvement District. The majority of Steve's career was with The Rouse Company of Columbia, Maryland. Steve had led several forums and summits throughout his career in efforts to further economic prosperity. He has traveled extensively to study cities, tourism, transportation, climate change, event planning, and business development.
