  I am an Assistant Professor of Economics at Trinity College Dublin, where my primary research areas are housing markets, urban economics, and economic history. I am particularly interested in long-run housing markets, in order to better understand current housing experiences such as rapidly increasing housing costs in many high-income cities. In addition, I am a Research Associate at the Spatial Economics Research Centre in LSE and author of the Daft.ie Reports on Ireland’s sale and rental housing markets. I am also a Board member of the HEA, Honorary Secretary of SSISI, and on the organising committee of DEW. I am an active contributor to the policy debate, especially on the topic housing in Ireland. Most of the articles I publish either in my weekly column for the Sunday Independent or as commentaries for the Daft.ie Report are subsequently archived here. I am also engaged by a number of organisations each year, private and public, for public speaking or for bespoke consultancy. If that is of interest, please contact me.   Martin is Chief Commercial and Development Officer at Tuath with responsibility for leading on the association’s development programme, sourcing and delivering new homes for the provision of social and affordable homes nationally. He oversees and manages the development pipeline with a focus on new business, maintaining and establishing working relationships with key stakeholders. Martin holds a BSc (Hons) in Urban Planning and Property Development from the University of Ulster in Jordanstown (UUJ), a Diploma in Housing Studies and a Diploma in Management and has been a Chartered Member of the Chartered Institute of Housing (CIH) since 2015. Martin has significant experience in the development and delivery of housing having worked within the social housing sector for more than 10 years. Throughout this time Martin has had a significant involvement in the growth of Tuath as an organisation and has vast experience in all forms of housing delivery.

  Gary Corrigan

  Gary joined Hines in 2014. Gary has over 14 years’ experience in real estate in numerous markets, managing large-scale design teams on a number of significant urban planning and rejuvenation development projects. As Managing Director, his main focus is on a new Build to Rent residential platform which includes the Cherrywood Town Centre development in Dublin's south suburbs and former Player Wills factory in Dublin 8 . He assists Brian Moran with the leadership and coordination of the Hines Ireland platform, and coordinates new business activity. He spent 3 years managing a dedicated real estate team for European retailer Lidl GmbH in order to roll out new retail stores across Ireland. Gary has also worked for global developer Treasury Holdings where he managed a multi-billion euro development portfolio with projects in Ireland, Russia and Sweden.   Rachel is a graduate of UCD, with a Bachelors of (Civil) Engineering and Masters in Regional and Urban Planning. She is currently Director of Planning with An Bord Pleanála, having previously worked as Senior Planner with both Fingal County Council and Meath County Council. Rachel has, over the last twenty years, experience in various planning authorities, An Bord Pleanála and in the private sector. Rachel is a member of the Irish Planning Institute, and one of its past-presidents, as well as a former member of Comhar, the National Partnership for Sustainable Development and current Chair of the Management Board of the National Biodiversity Data Centre.

  Killian is Director of Development at Invesco Real Estate, a global investment manager with €81bn of real estate assets under management. With over 25 years of real estate experience, he oversees the delivery of Build-to-Rent, student housing and mixed-use developments across Ireland, UK and the Nordics. Graduating with a BSc Estate Management from University of Greenwich and elected a member of the RICS, he trained as a valuer and worked in commercial agency before focussing on development. During 14 years at St Modwen Properties PLC, he led major planning applications and managed complex UK town centre regeneration projects incorporating residential, retail, hotel, leisure and office uses. Since joining Invesco Real Estate in 2017 (Dublin based since 2020), Killian has overseen delivery of 3,200 residential units across the UK, Ireland and Denmark involving direct development, forward sale and forward funding deal structures.

  Sharon Cosgrove is CEO of Oaklee Housing, a Tier 3 AHB with over 1,200 units. Sharon is also a member of the Senior Management Team of Choice Housing Group based in Northern Ireland. Sharon joined Oaklee Housing as CEO in May 2016, having previously held a number of senior roles including CEO of the Asthma Society of Ireland and CEO of Sonas Housing. Sharon led a wide range of regeneration and housing programmes in South Dublin and in Bristol City. Sharon has a B.Sc. in Environmental Health, a MA in Housing Studies and a Professional Diploma in Business Finance. Since joining Oaklee, Sharon’s focus has been on expanding the development programme and leveraging new sources of finance. In December 2017, Oaklee reached financial close on a €50m facility with German Bank Nord/LB, which will be used to finance acquisitions of social housing. In September, Oaklee Housing as part of a consortium with Choice Housing, Sisk and Macquarie (known as Comhar Housing) were announced as preferred bidder on Social Housing PPP Bundle 1.

  John Downey is the Managing Director of DOWNEY, a leading multi-disciplinary practice of Town Planners, Architects, Landscape Architects and Project Managers. John is a chartered town planner with over 25 years’ experience in planning & development within both the private and public sectors providing multi-disciplinary services to all areas within the property market from feasibility right through to on-site completion. John is a specialist in development critiques, planning procedures and the procurement of all planning applications through the various planning processes including S.34 applications, SID applications, and the SHD (Strategic Housing Development) procedure. He has lectured in both the School of Planning and the School of Real Estate in DIT, Dublin on all planning matters. Through his firm based in Merrion Square, John has represented several large housebuilders, development funds, estate agents, and legal firms, whilst also doing work for planning authorities including Housing Strategies including recently Laois CC and Galway CC. He has also been heavily involved within the profession itself within advisory roles to Government including advising The Oireachtas (2014) and The Department of Finance (2015). He was part of the Advisory Group for the National Planning Framework (2017) and was on the expert panel for the formulation of the Design Standards for New Apartments - Guidelines for Planning Authorities (March 2018). He is currently a serving Board Member on the ECTP-CEU (European Council of Spatial Planners) and was a former Chair of the Royal Town Planning Institute (RTPI) Ireland, in addition to being the first Irish delegate elected as a corporate member of the General Assembly of the Royal Town Planning Institute in London.
